KBR awarded $2.3B LOGCAP IV task order in Iraq after poor performance evaluation (updated 02/28/2010)

The long awaited announcement of the first LOGCAP IV task order to be awarded in Iraq has been made.

KBR has been awarded under KBR’s contract W52P1J-07-D-0009 for the Iraq CTP effort in the amount of $2.345B.

Work is to begin under this Task Order on March 1, 2010.

Interesting…just four days ago KBR received a ZERO award fee for unsatisfactory work and is now awarded a $2.3B contract. Is anyone else gong “What the hell?”

With so much negative news about KBR and the fact that we have not won a LOGCAP IV task order, it is with great pride that I am able to announce that KBR is now in the LOGCAP IV business. Last night, the U.S. government announced it has awarded KBR the $2.3 billion, cost-plus, fixed-fee CTP contract. This contract support is for Corps Logistics Support Services (CLSS), Theater Transportation Mission (TTM), Postal Services, Ice Plant Operations, and some Air Terminal Operations to support the U.S. armed forces throughout Iraq.

Being awarded a LOGCAP IV task order has been a long time coming; however, we have unquestionably achieved this milestone, and as a result, we all look forward to KBR awards on future task orders, including the base life support mission in Iraq. We will publish more on the CTP transition as the plan is finalized.

I ask that all of you continue doing what you do best – supporting our men and women in uniform. I ask that you carry on this mission with your continued emphasis on “Excellence in Quality” and “your uncompromising commitment to Safety”.

      I am with you on this one. It’s like the Army if messing with us. While we are still on the high of KBR not receiving any award fee because of poor performance then they sucker punch us with this Task Order award. What? Did they think we wouldn’t notice!

        Fluor and DynCorp will be protesting the award of the 2.3 Billion LOGCAP IV in Iraq. Not sure it will make much difference but when one contractor gets the big one the others act like little kids fighting over who is going to sit in the front seat.

        KBR didnt get the award fee of $25 million but they get a huge $2.3 Billion contract. WTF? What is wrong with our government?

        Fraud + Negligence + Electrocution Deaths =
        BIG Contracts for KBR ~ This is wrong in so many ways.

          Fluor will probably protest. Don’t think Dyn will have a valid protest as their TO bid went in with Agility as theire Prime Sub (submitted before the suspension) so they would have been ineligible for award.

    Well Sparky and your buddies this probably not the last one and no the government is not listening sparky they only see the chaos in afghanistan. You didn’t notice sparky until i chimed in with a morsel and see how fast your pentagon contacts could give some information. Thanks to Fluor and Dyncorp i am sure bill utt will send flowers to the CEO’s of those companies. LOL

        Why did you wait to publish it? Not until you had an angle or something negative to say. LOL, no i am not flattering myself as i said before look at the chaos in afghanistan and do you think the military and government wanted a repeat performance hell no. The consensus was leave KBR in Iraq close it out and give the continued work to the major players in afghanistan both fluor and dyncorp. Hopefully they won’t fall on there faces. That is the thinking of the government. They probably thought about that after those high ranking democrats got caught with there hands in the cookie jar about steering contracts to political contributors.

            That i am not, but when i saw that email i figured you would be on it quick LOL. Just thought you were moving slow that is all. Fluor will protest Dyncorp will keep quite to keep the light off of them because Agility has become a pain in there side. I don’t think anyone would want to punk you like that sparky by passing on information Rock Island would never do that would they?? Have a good one Sparky. I am off to bed now.

                It has everything to do with the fact the Army had no clue on how to facilitate the transition.

                  I think it was Fluor and Dyncorp had no idea what they had got themselves into. they have been in transition for almost a year. The army paid them to know how to transition and have people in place do that but of course Fluor had some folks in Greenville for almost 4 months and was paying them there base salary issues with CAC cards or something like that and lack of housing in Afghanistan i would send you some pictures of how they are living but you probably got them already. Normaly it takes 60-120 days to transition they are working on a year now and things are not going as the military planned if you don’t have people on ground ie all of those TCN to do the work once the expats teach themselves out of a job. Deb i have to tell you this the military knows they blew it out their ass and now they are trying to prevent a repeat in Iraq. have a good one

    Who can tell me what is going on the William “Bill” Walter Director of Government Compliance for KBR and Michael Hatch Senior Counsel for KBR?

    Rumor has it they are no longer employed by KBR. Can anyone confirm that? If this is the case maybe Fluor can pick them up!

    While I share the dismay at this award, I am willing to speculate on a couple of factors which led to the decision.

    1. If I understand KBR filings, the $0 award fee was for a period in 2008 when the electrical issue was under the DCMA CAR, and had some attention from Congress. The Army may argue that in 2009 KBR straightened up its act and, thus deserved the award. I understand several award fee packages for later periods are under review at this time.

    2. Probably of more importance, the Combatant Commanders in Iraq probably did not want to transition to a new contractor. Reports, mentioned above, are that transition has not gone well in Afghanistan. If three and four star generals,commanding combat forces, do not want a transition, it is hard to say no!

      The Corrective Action Request (CAR) you are referencing is HQ-08-LOGCAP-001 LIII. It was issued on September 11, 2008 after the July 2008 hearings of the Senate Democratic Policy Committee and House Committee on Oversight and Government Reform into the shoddy electrical work performed by KBR and non existent DCMA oversight of the KBR’s work. During the period of time in question Jan1-Apr30 2008 I suspect KBR was totally indifferent to the fact they had killed someone on January 2 and the Army was still trying to convince Cheryl Harris, SSG Ryan Maseth’s mother that Ryan died because he took a small appliance into the shower. One of the MANY MANY lies the Army told Cheryl. Cheryl filed suit in March 2008.

      On your second point I have to agree with you. I suspect the chaos in Afghanistan was reason enough to not change contractors. I suspect this will be the last of the LOGCAP IV task orders awarded in Iraq. I believe the Army will extend KBR’s current LOCGAP III contract at least through 2011.

    This has been a pattern with the Army on LOGCAP. LOGCAP I, under KBR, supported Bosnia. When DynCorp won LOGCAP II, the Army pulled Bosnia support from the program and wrote a new Bosnia Support Contract with KBR.

    When KBR won LOGCAP III, PACOM did the same thing to keep DynCorp support on some Task Orders in the Pacific.

    However, LOGCAP IV is different. The intent of IV is to create the competitive possibility of losing work due to pooor performance. Setting a precedent of sticking with the first contractor will dilute competive incentives.

    Additionally, the award in Iraq had to comply with evaluation criteria, including past performance. The problems of transition may also have been an evaluation factor. The integriy of the contract is damaged if the Combatant Commanders call the outcome, no matter the evaluation criteria.

    It is also interesting that the Army rotates major combat units, Division level, in and out of Iraq and can handle that transition. The tranisition is mainly handled by non-commissioned officers. In 2004 I worked with the Command Sergeant Major for a Division moving into Iraq and he seemed to have a very good handle on how to do a smooth transition.

    The take away is that the Army needs to get control of the program. Tranisition planning should be a function of the execution contractors, the LOGCAP planning contractor, SERCO, the Combatant Commander’s G4, and the LOGCAP Program office. Results in Afghanistan and this award indicates the Army has no control over the process. If the Army abandon’s the competitive incentives of LOGCAP IV, we will be back to many of the problems of LOGCAP III.

      Mr smith that make sense, but some folks farther up the line thought it would be better to kick KBR in the nutz in Afghanistan and see the mess they have now. I bet who ever spearheaded that cluster is laying so low you cannot even see them now.

    There is an excellent letter written by The Project On Government Oversight (POGO) and others to the President asking for contractor reforms. I would encourage anyone that is fed up with the status quo, to forward this to your elected officials and tell them that the government needs to make contracting reforms that promote good jobs and ensure contractors are ethical and responsible and comply with existing laws.       Forseti, i think the elected officials already know the KBR was awarded the contract due to the poor performance displayed by both of the contractors in Afghanistan. I guess none of read these stories that people are posting about afghanistan. They did not want another mess and ground commanders in Iraq did not want the same mess as it is going on in Afghanistan. If you think about it, the 4th contractor is suppose to evaluate the performance of contractors on Logcap iv and if that was the case both Fluor and Dyncorp would be out. 90-120 days after an award the transition should be complete it is almost a year later and still no closer to transition. Let’s keep it real continue to concentrate on KBR and before you know it they will have half of afghanistan again. Great job guys

          from what i understand, KBR was asked not to comment on the award until the Rock Island had a chance to meet with DynCorp and Fluor. Unless, I am wrong, I do not think ASC has issued a press release either.

            I think the ASC has some explaining to do. It would appear they have adopted (or perfected) this whole “It’s easier to ask for forgiveness than permission” attitude.

                I’m not sure quoting Larry Lust is going to lend you credibility here. He’s not one of my favorite KBR Managers. It should be about time for Guy LaBoa to retire I would think. The general consensus is that Mr. Lust will replace him….health permitting (on a personal note, hoping for a full and speedy recovery, seriously). Another thought is that General Sanchez might move on in and make things right.

                Any thoughts?

                  Larry is scheduled to be back towards the end of April (pending medical test results). I do not see Larry taking the reins after Guy, my gut tells me someone new will step in. Someone not tied to previous management, but experienced with the Client in Iraq. Sanchez seems to be the likely candidate. However, if that happens, I would expect a turnover on the Top 3 positions. Generals do like to bring their own staff.

                  As for quoting Larry, i always loved his one liners; no matters how crazy they were. But in this case, the quote was appropriate. ASC allowed things to go on for seven years before putting a foot down. It is kind of hard to take the sucker back from the child once you have given it to him.

          Sniper looks through rose colered glasses, if you are not going ra ra KBR he/she doesn’t want to hear about it. Ks still believes that KBR is going to rule the world or something. It goes something like this. In Afghanistan there were 2 contracts to be had, the North and South, simple right? In Iraq however there is 3, difference being the old transportation contract. A contactor is allowed to bid on all 3, but is only eligible to receive one. Therefore it was almost assured that KBR end up with one of the contracts in Iraq, but what that has done is made them inelligable for the other 2. Yes, Dyn-Corp is screwing up in the South of Afghanistan and not much being said about Fluor in the North, but the fact the government is putting up with what Dyn-Corp is doing just shows you how much they want KBR out.

            I seriously doubt there will be any more LOGCAP IV awards in Iraq. The Army may have divided Iraq into 3 task orders, but I firmly believe they are just going to issue extensions for the existing LOGCAP III contract until it runs out in 2011. I believe the thought is….by that time the US Military will have exited Iraq for the most part. And lets not forget about AFCAP.

              I love it when people say i am ra ra this and ra ra that wear knee pads and etc probably speaking from experiance but anyway. I never said KBR would rule the world that is your metaphor you have tossed in there to incite hate and discontent. Anyway, as Deb says they will extend the Iraq contracts until the Army is out of Iraq. AFcap is moving along slowly but the contractor wants to staff some position with personell with out proper licensing or certification so it is a learning curve for AFCAP. Especially when the air force comes to be asking questions LOL. I said dude it is your contract i cannot answer for what you guys will put up with LOL. Or be responsible for rules and regs you will violate. That poor guy from W. G. walked away sad :(

              I find it rather amusing that nobody has mentioned how DFAC 2 at JBB is making soldiers sick. DFAC 3 was closed because the Air Force opened the new DFAC 2 and forced the closure of a good quality DFAC which to my knowledge never made anybody sick. AFCAP in Iraq is a joke in itself just like LOGCAP.

            Gone_Fishing – KBR is allowed to bid on 2 BLS contracts and win one of them. CTP is not part of that so KBR can still win either the north or south Iraq BLS task order. But Ms. Sparky is right in the government will probably just drag out LOGCAP III.

But just so we are clear….although I try not to moderate comments too heavily, there are a few things I WON’T allow….because this is NOT a public forum, this is my blog and I am ethically responsible for what is on it. Here was is not allowed:

      1. Harassing victims of KBR crimes or another crime for that matter.
      2. Racist or hate mongering comments towards any religion, sex or race.
      3. There is no need to use vulgar language when commenting. If you feel the need to use the “F-word” use “effing idiot”
      4. If someone leaves a comment about a crime that has been committed, I may not publish that until after it has been reported and investigated.

        You should check out the public announcement put out by the Communication Hack in Iraq about Anaconda…CBS News is going to be there and KBR is playing like they are a military JAG. Essentially they are telling people to contact their KBR Communications director in case they are asked anything
