IG: Single Staffer Assigned To Oversee $2.5 Billion Dyncorp Iraq Contract

It’s hardly news that U.S. government contracts in Iraq have been a mess of fraud, abuse, and lax oversight for years. But a new Inspector General report that reveals the State Department assigned just one oversight officer to a $2.5 billion police training contract still manages to shock.
The report (.pdf) released today by the special inspector general for Iraq reconstruction is the second study in the past few years that showed lax or nonexistent oversight on the large police training contract of Virginia-based Dyncorp.
The IG concluded that “over $2.5 billion in U.S. funds are vulnerable to waste and fraud” — an assertion the State Department disputes.

According to [the IG[ report, for years the state department had only one person in Iraq monitoring invoices during the early stages of the DynCorp contract, despite the complexity of the paperwork.
This meant many invoices were not questioned and as a result there is “no confidence in the accuracy of payments of more than $1bn to DynCorp”, the report says.
The three people now employed in Iraq to oversee the work done by DynCorp are still too few, the audit concludes. (click HERE for original article)
Army contracts DynCorp for trainers

FALLS CHURCH, Va., Feb. 18 (UPI) — The U.S. Army has contracted DynCorp International to provide trainers supporting the ongoing Afghanistan ministry of defense development program.
U.S. company DynCorp International received the contract to support the Combined Security Transition Command-Afghanistan and NATO Training Mission in Afghanistan.
Under the $232.4 million contract awarded by Army Research, Development and Engineering Command, DynCorp International will provide approximately 275 of its personnel to support the training and development of the Afghan defense ministry and its units as part of an effort to help the agency become self sustaining.
“This new contract builds on our extensive in-country experience training and advising the Afghan national police, as we support the U.S. government’s efforts to bring security and stability to Afghanistan,” DynCorp International President and Chief Executive Officer William Ballhaus said in a statement. Three weeks after DynCorp is being audited for possible waste and fraud of BILLIONS (not Millions) they are given a 232 million dollar contract???
This is almost like giving an accused embezzeler the job as a bank executive. ARE YOU KIDDING ME??
The tax payers are paying to get ripped off – get out the VASELINE!!

I’m sure I am not the only person who hopes that DynCorp DOESN’T get another contract. They have “made” or stolen enough of the tax payers dollars. Thanks Ms. Sparky for the update!
I have to disagree with you on this. DynCorp hasn’t stolen billions of dollars. What the audit is saying is that the DoS didnt have enough people to properly manage the invoices that were sent, for both labor and materials. This is a common problem, and guess what? WE’VE COMPLAINED TO THE DOS ABOUT IT. For YEARS.
Them not having adequate resources means they sit on our invoices and we don’t get paid. Every day that passes from the time we incur a cost to the time we get our invoice paid costs US money. No, we cannot bill the government for the interest on that money.
We have no problems with the customer going back and auditing every single invoice we have ever sent them, because guess what? Most of the time when that happens, we find errors on OUR favor. Very few times have we had to pay back the customer because we screwed up and invoice, and most of the time, when we do, it’s US who found the error and reported it.
SO you are saying that all the articles listed are not true and the Inspector General doesnt know what they are reporting and all the auditors don’t know what they are auditing. You are blaming the Department of State for not policing your billing? This seems wrong in so many ways since the state department is one of your biggest customers.
Ms. Sparky is usually right and always get the whole story. If you want to be so kind as to send some of your documents to Ms. Sparky to contradict what is being reported then I am sure she will get the story straight!
The IG has reported that 2.5 Billion is susceptible to waste and fraud – you comment that DynCorp hasn’t stolen Billions when I said that enough of the taxpayers dollars have been stolen. I did not say billions were stolen, you did. How much has been
“misplaced” if you know?
