Fluor awarded LOGCAP IV Task Order for Haiti-Jobs Canceled (updated 4/29/2010)

(Updated employment information below) I’ve been getting a lot of questions about the LOGCAP IV Task Order 6 that was awarded to Fluor for the Haiti work. LOGCAP IV is not just in Iraq and Afghanistan. The Logistics Civil Augmentation Program (LOGCAP) can be implemented anywhere the Army needs civilian assistance.
I have updated my LOGCAP IV for Dummies post to include this most recent task order.
To date, there have been no LOGCAP IV task order award announcements made for Iraq. The next award should be the Corp Logistics – Transportation-Postal (CTP) task order.

The U.S. Army Sustainment Command (ASC) has awarded a task order under the Logistics Civil Augmentation Program (LOGCAP) contract in support of the U.S. military’s humanitarian relief operations in Haiti.
The task order was awarded under the LOGCAP IV contract to Fluor Intercontinental. Under the task order, Fluor is authorized to place a liaison in Haiti to coordinate base operations and logistics support services needed for U.S. military and government personnel deployed in support of Operation Unified Response, the name given by the Department of Defense to the U.S. military’s effort to provide humanitarian relief to victims of the earthquake that struck Haiti earlier this month.

Ksniper….you had your finger on the trigger on that. But you are correct. KBR did not bid on Haiti. There are many rumors as to why that is…but rumor has it, KBR may have had some personnel and management issues last time they were in Haiti that resulted in some civil suits by spouses. But I am still researching that! Should be easy enough to find out. KBR is already up to their butts in lawsuits. Why add more.

Wrong answer deb that was not the reason because of the past haiti mission. Come on know you have to start thinking outside the box ever once in while instead of listening to the same stuff people feed you. Isn’t kind of strange they just up and award this to fluor without really publishing the fact that they were looking to support the military mission in Haiti? You do not find that odd? Now for example if you are told to submit a proposal and given a very short period of time to respond hmm and Fluor submits the best price for the job? LOL come Sparky i know you are not falling for that crap. Smells like inside job to me. Put your hound dogs on that one and get the real story.

I don’t think there is anything underhanded going on here. The Army put out RFP’s (Request For Proposals) and KBR declined to submit one….for whatever reasons.

Hey Ksniper, Fluor built the new US embassy in Haiti so they know the territory. Also, infrastructure has never been a problem on a cost plus contract you just build it and bill Uncle Sam.

Buiding an embassy and setting up FOBs for troops to live at is a whole different ball game from building an embassy. Did you not forget everything will have to come from outside and if i am not mistaken the port is still not operating at full capacity. This going to either make Fluor a hero or they will end up sucking eggs.

KBR did not bid because they did not want to subject themselves to the political oversite that is going to happen in Haiti.
Watch out Flour, everyone news station is going to come after Flour for everything that is not done up to an unattainable mythical standard.
People might think I am pro KBR on this, but I am not. I see this for what it is. If Flour goes down there and builds the entire country up to US standards, people will complain about the cost. If Flour doesn’t charge enough and only part of Haiti is rebuilt, Flour will be accused of crappy work.
I don’t blame KBR for declining to bid. It is/was a good Management Decision on thier part.

Fluor has its TAG reps already “hurry up and waiting” possible employees for Haiti. Rumor mill says hey are setting up 5 FOBs, with waves of military & civilians going. Everyone I know who is there is saying its chaos.
I was contacted last week, Monday, about going. Is there a forum anywhere to see discussion about others getting calls like this? News of Fluor getting the contract is just getting to the public so no one is posting about this anywhere that I can find.
Already been lied to by a Dyn rep- really don’t want to play this game again.

Fluor had jobs posted yesterday for Haiti, they have been taken down. There are lots (400+) of IT, HVAC, Supply, Truck Driver and misc. other LOGCAP jobs posted on both the Fluor and ITT Defense Systems websites for Iraq and Afgan. So it appears they do have work in Iraq and the jobs come up when searching LOGCAP jobs??

I have a friend that was contacted by ITT and offered a job in Haiti and then a few days later he recieved a email retracting the offer say the government had “cancelled” the contract. Does anyone know if the contract has been cancelled or just postponed?

Same thing happend when I Applied job status is cancelled in hatiti . Hatiti country location for ITTwebsit was taken off hmmm may be too much for them .

I beleive what has happened is a little jumping the gun on the part of the Contractor’s. The current Haiti task order is currently for a period of 30 days is funded for only $50k and is for an assessment of the potential needs.
It states that once the assessment is complete the tasking and funding can be increased.

as well as in the TO as posted on the Sustainment Command’s Rock Island LOGCAP website.

Plus I have been working Contingency for nearly 15 years not only LOGCAP but CONCAP and AFCAP as well.
This is a common happening. Something verbal goes out – along the way just like everything that gets passed along the magnitude expandes – the contractors jump all over it – turn on ramp up panic mode – then get the actual written tasking that in reality was no where near what the people lighting the fire thought it was going to be.
As for Haiti – I honestly believe that part of what is going on with the reductions is international politics. I think that there may be some push to get the UN rather than the US to pick up the bill for this one since the US is picking up the tab for Iraq/Afghanistan.
Many of the countries will not send personnel to the war Theater because of the threat. However they would send support troops and personnel to Haiti. If the UN agrees to provide the support this will save the US tax payers a ton of money. Additionally, we are already short on military personnel to allow for the desired roation schedule in and out of theater. If we committ significant assests to Haiti – it will result in longer stays for those in Theater – not a popular position that I am sure the President would like to avoid.

If you want a Fluor job on LOGCAP you will need to go to the Balkan’s to interview. The following statement is in over 200 of their current job postings:
On-site interviewing for this position will take place in the Balkan region. Candidates must be available to interview at the aforementioned location, and must posses the ability to read, write and speak fluent English to be considered

i did not have to go to Balkins to get a job with Fluor….I did have to post my resume on the flour web site and then be interviewed and had references checked, and SF85 completed and here i am working for Fluor…The Haiti contract is not what you think…

You need to read the entire post and comments. At this time the Fluor Haiti contract is for $50k and is for 1 person to do a study. There are no Haiti support jobs. Since the US is drawing down their troops there and turning more of the work over to the UN – there is a chance that there will be no more LCIV jobs in Haiti. There are none posted because at this point – there are no additional jobs in Haiti.

I had an offer from URS as an escort in Kandahar but they are only paying 35000.00 a year with a 2500.00 end of contract bonus. I’m staying home!! 37500.00 is not worth being in a danger zone for.

Possibly LOGMASTER would like to chime in here – but this is what I am seeing regarding the positions posted on Fluor’s job site.
There are some positions – mostly trades – that have been identified as to be filled by TCN’s. (This would be based on how Fluor bid the labor mix on the task orders). These are the ones that state that interviews will be held in the Balkans. This basically makes sense since the majority of KBR’s TCN’s that are direct hires are from the Balkans. It is a well known fact that the majority of the trade positions on LCIV are being filled by TCN’s in an effort to reduce costs.
There are also a number of positions posted that do not have this statement – which would indicated that they may potentially be filled by US Expats.
There are also jobs posted that state that US Citizenship is required because they require a security clearance, which indicates pretty much for sure that it will be a US Citizen.
I actually did not see a single job posted that stated that the work was in Haiti.
According to the Army Sustainment Command Rock Island Website – there has to date been no increase in the base $50k task order issued to Fluor for Haiti.
I know times are tough and we are all looking for ways to get ahead – or even just catch up to where we use to be. Unfortunately, the Government at times has the tendency to move at a snails pace. Especially when it involves spending money that they have not previously considered and have to figure out where to cut somewhere else to do so. The Government may print the money – but by law they are stuck with the total dollars in the budget that congress authorized.
So as has already been said above – play the game their way – go to the websites – not just Fluor but ITT, Ch2Mhill, Dyn and everyone else and register. The more you are out there the more chances you have of actually landing a position. And do apply for EVERY position that you are in anyway qualified for. Its a numbers game – just like the lotto.

KBR didn’t bid on Haiti because Fluor is already under major stress to hang on and deliver in Afghanistan. DI? Ha.
So…KBR licks its chops and waits for 1.)Haiti to further degrade Fluor as a competitor, and 2.) DI to get thrown out of Afghanistan…
…then they get it all again. Like they did in the Balkans way back in the day.

I don’t believe that’s why KBR didn’t bid Haiti. Haiti is a drop in the bucket task order for LOGCAP. They knew their Award Fees were on the line already. KBR has been to Haiti before. Why put the future of all LOGCAP IV at risk for minimal financial gains in Haiti.
Now as for your second point, I do believe Dyncorp is going to lose LOGCAP IV. They have weak ineffective leadership in Kandahar. This will be Dyncorp’s downfall inLOGCAP IV.

when they give a impossible deadline to submit a bid for a project why break you neck to do it if you know your I’s and T’s are not dotted or crossed. Sorry sparky that is a different area and responsiblity and Fluor has the first crack at that mission. It was only funded 50 grand to see what would be needed. The jobs that were on the website were pulled. Or maybe filled just that quick.

Sparky what abou this: I can’t believe you did not kick over an ant hill on this point. If you decided to quit before a year you have to pay for your return ticket plus mobilization expenses. With KBR you can quit at anytime or they can fire you too. Comments Deb?

SUBJECT: KBR Awarded LOGCAP IV CTP Task Order
With so much negative news about KBR and the fact that we have not won a LOGCAP IV task order, it is with great pride that I am able to announce that KBR is now in the LOGCAP IV business. Last night, the U.S. government announced it has awarded KBR the $2.3 billion, cost-plus, fixed-fee CTP contract. This contract support is for Corps Logistics Support Services (CLSS), Theater Transportation Mission (TTM), Postal Services, Ice Plant Operations, and some Air Terminal Operations to support the U.S. armed forces throughout Iraq.
Being awarded a LOGCAP IV task order has been a long time coming; however, we have unquestionably achieved this milestone, and as a result, we all look forward to KBR awards on future task orders, including the base life support mission in Iraq. We will publish more on the CTP transition as the plan is finalized.

Additionally – as for other LCIV jobs it depends on what your experience is and what your nationality is. The majority of the non professional type positions are filled by Non US Expats or TCN’s. A lot of the work is actually subcontracted to other companies.
