KBR’s LOGCAP managers capitalize on captive clientele
If you’ve been reading MsSparky.com very long you know I have previously blogged about KBR managers who have purchased, in whole or part, hotel/bar businesses in Thailand. And then blatantly and arrogantly hand out business cards and fliers in an effort to solicit clientele for said business.
Below is just one example, the business cards of a KBR TTM (Transportation) Manager named Donald Vannoy and his Get Away Guest House in Pattaya, Thailand. When I started asking around about this specific manager and hotel I received this anonymous email:
I have several full-color Thai hotel business cards of a senior TTM bigshot named Don Vannoy with his name on them. He passed these out to the drivers who go to Thailand while on a visit to our camp. He said he had plenty of girls (prostitutes) to choose from, no problem. He even pinned a map and several of the cards on the bulletin board of our meeting room! Rumor has it his silent partners in the whorehouse, call it what it is, are (names removed for now).

I can’t say if Donald Vannoy is running a brothel in Pattaya or not. What I can say is that Thailand, specifically Pattaya is what some believe to be the prostitution capital of the world and a favored hot spot for KBR men to R&R.
There was another KBR manager, named John Reddy who allegedly passed out business cards to solicit business for his hotel/bar in Bangkok, Thailand. His place of business was the Towne Lodge and the Toxic Bar. When I first learned of this hotel I sent an email to the address on the internet. I presented myself as a potential client looking for John Reddy’s hotel. Ralph responded:

Again….there is no way for me to know for sure if The Towne Lodge/Toxic Bar is/was brothel. Since I was never actually a client. But I do have confirmation that not only was KBR Project Manager John Reddy a partner, but other PM/DPM’s Bruce Chirinko and John Haas and KBR’s own corporate attorney Michael Peck all knew about this business relationship.
Totally disregarding the possibility that Donald Vannoy and John Reddy were/are “pimp daddys” in Thailand and that Chirinko and Peck among others, were participants and otherwise in violation of the Federal Acquisitions Regulation (FAR) with regards to Trafficking In Persons (TIPS) I have few other concerns.
- If these managers were soliciting for business during company time….they are guilty of time sheet fraud. Something I know they have fired people for and will fire people for again. If that’s not the pot calling the kettle black.
- So, who do you think is most likely to get promoted? A frequent client of these managers establishments or someone who outwardly voices their disapproval of the business? Hmmm, I wonder?
- If there is anything unethical/immoral going on at these establishments, then there is the whole blackmail potential with subordinates. Either the subordinates can blackmail the manager or the managers can blackmail the subordinates.
- People are afraid of being fired just for reporting these managers for their unethical behavior.
There is also rumor about at least one or more employee of KBR Travel Departments who have bought Hotels (brothels) in Thailand and are/were writing up R&R packages to these hotels for KBR employees. I haven’t been able to verify this as of yet.
If you have business cards, brochures, fliers or information about a DoD contractor (KBR, Fluor, Dyncorp, SBH etc) manager who is running any kind of personal business and soliciting clientele at work please send me an email (click HERE) and I will added it to the list I am sending the DoD Inspector General. I need specifics and yes, you can remain anonymous.
The majority of these managers wouldn’t hesitate to fire you for not wearing your hat and lanyard or some other stupid trumped up charge. And yet, for them the rules don’t seem to apply.

I suppose chocolates are out of the question!
For those of you who have a hard time remembering those “gift giving” holidays….
Valentine’s Day is February 14th (no they didn’t change it) and yes…this is considered by most women to be a gift giving/receiving holiday.
By gift I mean, a nice card and dinner or some flowers and candy. I don’t mean a new chain saw, a new beer cooler or new hunting or fishing gear. Unless of course she asks for that specifically.

Federal Acquisition Regulation (FAR) Subpart 22.17 mandates that all government contractors police – or at least punish – their employees’ and subcontractors’ behavior outside of the workplace. The regulation requires contractors to discipline any employee found to have: 1.) engaged in a “severe form of trafficking”; 2. procured a commercial sex act; or 3. used forced labor in the performance of the contract.
Contractors learning of allegations from any source – must report the violation to the contracting officer. Failure to comply can trigger a host of consequences, including termination for default, suspension of contract payments, loss of award fee and debarment. The clause flows down to all subcontractors.
I wonder how many times KBR has “self reported”? Wait a minute!! If senior management is violating the FAR who’s left to report it?

Yup. Excellent point, Ms. Sparky.
That means if you are a government contract or subcontract employee, you can’t pay for a prostitute. Even if it is perfectly legal in the country you are in. Even if it is after hours.
You contractors out there may want to stay away from Hotel Love You Long Time and actually go home and visit your kids during your R&R. There’s a thought!
That’s probably the number one most violated clause of every overseas contract. Unfortunately, it is also very hard to enforce. Unless you own Hotel Love You Long Time and are passing out business cards at your workplace. That’s pretty bold! And disgusting.

I seriously doubt KBR is going throw any of these guys under the bus. Very unlikely any of them will be fired. At the very most they might be asked to resign or their contract won’t be renewed. They will be able to go to work for another LOGCAP contractor and “peddle their wares” there….so to speak.

You are right, all the KBR men go to Thailand or the Philippines solely for prostitution.
I used to make comments to my peers that went there (they all did) and told them that in the future, there will be a DIRECT correlation with a large population of HIV positive people (now wives included) in Houston, Killeen and Leesville that will all be tied together by KBR and where and what these guys did on their R&R’s.
I can’t wait to read more, you do such an incredible job. Most, if not all the managers are so inept over there is is sickening. It was one hell of an experience. I am trying to acclimate back into the real world life again.

I don’t think ALL the KBR men go to Thailand and Philippines solely for prostitution. Some went for “dental” work and “plastic surgery” too. There are lots of things to do in Thailand and you can buy a “girl friend(s)” to be your companion/interpreter/guide for your entire stay. Very affordable. And let’s not forget about the prolific prostitution in Dubai.
It’s interesting you should comment about the HIV and other sexually transmitted disease rates in Houston area. I was going to blog about that and had contacted the CDC and then got side tracked and never finished it. It might be something I should revisit.

From an inside point of view…
During my tenure as a Human Resources staff member of KBR assigned to Joint Base Balad formerly known as Camp Anaconda, (aka Mortaritaville), one of my primary responsibilities was to facilitate the JBB Orientation for new hires, rehires and transfers.
I would meet everyone arriving by charter directing them to assemble in the Anaconda Transit Center, assisting in the process of filling out requisite documentation (Emergency Contact Forms, medical documentation, etc), perform their initial in-briefing consisting of a Welcome to Anaconda speech, an overview of what to do if we received incoming during the course of the meeting, the necessity of being on the look-out for the Hat Nazis, (oops! did that come out?), and woven into my opening monologue was the importance to adhere, practice and support, KBR’s now infamous Code of Business Conduct, inclusive of Dignity and Respect In The Workplace, along with Trafficking In Persons.
Moreover, not only were we contractually bound by our KBR Employment Agreement to do so, but underpinning that policy was a higher impetus on one’s moral and ethical obligation in doing so.
With each startling revelation of current and former KBR employee involvement regarding unethical dealings and moral turpitude precipitating law suit after law suit, come these words spoken in direct antithesis by Bill Utt, now serving as a grim reminder of the dark depths of depravity to which men can be driven by the lure of easy money, physical prowess, and the intoxication of power derived from the exploitation of the weak.

Nobody ever said it was going to be fair…
As a KBR Human Resources staff member, I witnessed on numerous occasions, incidences of blatant disparity in regard to the fair and un-prejudicial application of adherence and compliance to the Code of Business Conduct, (so compellingly pontificated by Bill Utt), further perpetuating the widely held perception that those in positions of authority and power mandated to subordinates to, “do as I say, and not as I do”.
Additionally, given that I was also responsible for filing all confidential files whether a verbal, written, or termination counseling, I can’t attest to the fact, that the application of the rules, regulations, policies, and procedures unequivocally depended on who you were, who you know, or who you…forget about it.
If you were in the clique, you could get away with pretty much anything. If you provided a service, or provided a product for which those within the good ‘ol boys club availed themselves of, again, you could get away with pretty much anything. If you provided the “hook up” for the right people, you could set your own hours, get overtime and never have to answer to anyone.
If not, it was imperative that you be mindful not only of everything single word you said, but the tone, inflection, and decibel level with which it was uttered, along with your facial expressions, body language, hand gestures, and just as importantly, where you directed your eyes.
There was an instance involving a red-headed British fellow by the name of Barry, who, immediately upon his arrival to Kuwait in early 2003, set-up a house of ill repute stocked with his customers poison of choice, and was reputed to have made tons of cash prior to being busted.
He was cunning though, and kept a register of his patrons which included many of the KBR higher-ups, his eye I suppose on the possibility of one day needing to make a deal, so by naming-names, he was able to leave Kuwait, sans shackles.
“Butch” Gatlin, in charge of Procurements resigned about that time, and then tried to get subcontract work shortly thereafter.
All aboard!
Within confidential files too numerous to count, I have seen selective enforcement of the rules ad infinitum, in which 2 people would be found guilty of the same violation, yet one might be given a simple Memorandum For Record delineating their duties and what was expected of them in the future, the other a termination counseling.
In the 21 months I was Confidential File Room Lead for Joint Base Balad, I read multiple hundreds of counseling’s documenting everything from the mildly ignorant, to the implausibly psychotic, and without equivocation I can attest, and that selective enforcement of the rules was rampant.
In today’s highly litigious environment of corporate liability, it is nearly incomprehensible that one of the world’s largest companies would continue to allow persons of questionable reputation, to continue running it into the ground and subsequent financial ruin.
In my opinion, that ain’t no way to run a railroad.

Didn’t happen to see anything like that, but there was one particular instance of an HR Supervisor caught “red handed” (so-to-speak), with beaucoup gig of porn on his company issued laptop.
He was the typical kind of jerk commonly encountered who regularly used his position to abuse the rights of others. You know, like perpetrating entrapment by recording conversations with subordinate employees most probably viewed in his eyes, as underlings.

As you probably already know Ms. Sparky, the vast majority of the KBR guys who go to Thailand visit the seaside city of Pattaya and stay at the Residence Gardens Inn.
In Dubai, they’re frequenting the York Club, located inside the York International Hotel, to hire Chinese, Russian and Ethiopian girls.

You’ve found an Achilles heel, I think, with the human trafficking angle. Yes Reddy was definitely involved in that. It was common knowledge when he was in BIAP as a Facilities PM and also at Camp Echo in Diwaniyah as PM there. I thought back to when I was at Anaconda, and I remember that it was considered common knowledge that Thai brothels were being financed and in some cases operated by senior managers such as Vannoy, (edited by Ms Sparky), (edited by Ms Sparky), and a guy called (edited by Ms Sparky). I don’t know if they were partners, but many of my friends who were at Anaconda say these men were assigned to Anaconda at the same time and were very tight. Some say (edited by Ms Sparky), and (edited by Ms Sparky) were involved, although I don’t know. All this would have to be substantiated by others, I don’t have firsthand knowledge.

To all my friends (and those who I thought were):
It has come time for me to leave the project. I will be leaving Friday the 12th and as you all know the first thing you do when you check out is turn in your computer. I want all of you to know this has been a very hard decision to leave. As all of know this becomes a way of life and to leave to the unknown is scary. I honestly feel the Transportation Department has excelled and is a great place to work. I want to say a special thanks to Daniel and Emi in the development stage of the Ops Cell. My success has been a direct result of those who I have had the pleasure to work with.
This has been some of the best and worst times of my life. I still consider this experience to be the greatest opportunity of my life. I have been lucky enough to have met some of the most outstanding people and to be able to call them friends has been a great blessing. I want to say “Thanks” to each and every one of you. I only hope that every person I have come in contact with, that I touched your life in some positive way. If I have offended anyone while here I do apologies.
I am going to attempt other adventures but I guarantee none so life changing. The people I have had the great pleasure to meet and experiences I have had I will never forget. I am going to miss being in the middle of this mayhem. I know when people leave they are replaced and forgotten very quickly, but believe me I will not forget.
I came here with the mindset to stay 1 year, and here we are 6 years later (I know, I took a break in there). All my friends are scattered all around this country so I hope everyone knows how much knowing them has meant to me, I really wish I could personally tell each one of them Goodbye.
Okay all the mushy over. I am going home to Thailand and enjoy some time with my beautiful wife and daughter. In the next couple of days I will be sitting on my front porch with a cold one or riding my motorcycle, all the time enjoying the opportunity to spend some precious time with my family. As I put on my card “Whenever in Thailand be sure to give me a call, I will probably need someone to borrow(?) money from”.
