Former Contractor Sentenced to Prison for Iraq Sex Assault
A former civilian defense contractor convicted of sexually assaulting a female co-worker at an Iraqi air base has been sentenced to two years in federal prison.
David Charles Breda Jr. of Pearland received the maximum penalty from U.S. District Judge Gray Miller in Houston on Friday. Miller also ordered the 35-year-old ex-contractor to register as a sex offender and serve a lifetime term of supervised release.
Miller also set an April 16 hearing to determine the amount of restitution Breda is to pay.
Breda pleaded guilty Oct. 16 to abusive sexual contact with a co-worker at Camp Al Asad, Iraq on Oct. 8, 2008, admitting to jumping and fondling the woman while both were working for a subsidiary of Houston-based KBR Inc. Click HERE for original article)

Too bad it is only 2 years, according to some of the comments in your previous posts, he may be a habitual offender.
I thought that also but it’s that lifetime supervision that’s going to ruin his life. If he is capable of something like this he will mess up again and be caught and go right back to prison hopefully.

I know that this is a twisted thought, but long time ago, back in the middle ages, a person could be branded with a hot iron as an adultress…….hands cut off for stealing, and cut out tongues for lying……
My thoughts are that Breda should be branded with a big old “R” for rapist. It’ll make him more visable as to the kind of person that he is!

So tell me, what’s the point of background checks if information like this isn’t given to the recruiters or hiring personnel??
When I asked HR why they hired and placed into a position of authority to include a personal vehicle and no accountability as to his wherabouts during the day or night, with access to military containers, females and weapons, my foreman, a felon with a long prison rap sheet (before going to Iraq, I had worked as a prison guard at a maximum security prison and so his behaviour “raised alarms”) I was reprimanded verbally for conducting a (public records) background check myself, and only told that they could not discriminate against felons and that I was to say nothing to anyone about him being a felon. I agree about second chances, but also know recidivism rates and he bragged that he got his position because his father had had a career working with the district manager.
TWO YEARS is the maximum sentence!!! That is insane. Maybe it is time to go back to an eye for an eye.
If the raped woman’s family could decide the punishment….that would end most of the problems. We definitely wouldn’t be paying for repeat offenders!
well if KBR EVER does a complete background check to include references and the KBR ignored SF85 maybe they will not even hire a convicted felon…should never of been hired and how many slipped through…time will tell no RIF needed just get rid of the…felons…

just checking back in to see what Mr. Breda has been up to since his prison release there is not much out there for him meaning he can’t get a job not even at McDonalds, oh well that is the path he chose .I do hope he is reaping what he sows. He should be seeking some type of mental help. because he needs it .
He’s been quiet. I think he has read this blog and now he realize that the covers (or some of the covers) has been pulled off him. However, until I can confirm some information, he has been active doing other things against some other people in his life. I do know that everyone is moving on and he is the only one at a standstill. He may not be able to get a job at McDonalds but lets remember KBR still hires and have these social misfits. How can anyone only receive two years for rape? That shows you how screwed up our legal system is when it comes to punishing serious criminals. I believe all murderers, rapists and child molesters should face a firing squad immediately after their one and only appeal is rejected. Sickening!
Two years is a slap in the face to those which are victims of such a degrading crime. I’ve seen shoplifters get stiffer sentences than two years. Actually the asshole only did fourteen months after sentencing because he was granted time served while awaitng trial. Way to Go “Been there as well”! My understanding that something happened with a female employee when he was working at a private shcool not a University. He did not ETS from the service he was discharged without honor for taking an 18 year old female he was recruiting to a motel and buying liquor while on duty using a government vehicle. He has no benefits and he is not considered a veteran. Also, from my research when he worked as a store manager there was also an incident with a female employee. Then the asshole worked for CVS as a manager trainee and again something happened with a female. Seems like he has a history of accidentally touching females. It is blood boiling news. It is reminding me of what the family of Morganne McBeth recently confronted. Their daughter was murdered as a result of a planned sexual assault from 2 soldiers who new her well. She was on her way home the next day planning to change units. Tragedy befell her when she was attacked and stabbed to death. Her body was found half naked bruised and bones broken. The parents were told she committed the act herself . Eventually the military confirmed it was murder after the father demanded the autopsy report which listed cause of death as homicide.
the family has no official report of what happened. The first trial ended last week. The young soldier was charged with obstruction of justice, given 45 days and is allowed to stay in the Army….The army presented the case as accidental stabbing and never disclosed the autopsy finding.

Sometimes, even if the criminal is proscecuted and handed down a reasonable sentence, they are let out fairly early due to jail over crowding and returned back to us as a menace to society. There is no justice for those trying to do right. The attorneys,judges and everyone involved in cases where criminals go free or get a slap on the hand is guilty of the next act that criminal commits. Crime doesn’t pay is a correct statement. I did a mylife search on his family and there was no Tim listed as a relative nor a brother. However, there was one listing in the family as David but it referenced a DOG. Well, I guess he family knows now that he was home. And yes, had women been armed we wouldn’t be blogging about this thing. I’ll be traveling to the area he is paroled to today. I’m hearing some of his friends have read the blog and is distancing themselves from him. If a FRIEND tell a FRIEND that tells a FRIEND then this pervert’s world is getting pretty small. Just think, the things we do know may pale in comparison to what we don’t know about this punk and some of the things he has done.
I stand corrected. He does have a cousin named Tim. They were raised together as brothers. This is the kicker…Tim is an attorney and is suppose to have done some legal work for asshole. What legal work he done, I don’t know but I’m on it. I do know he was not his attorney in the trial. Also, records indicate Tim’s name being used as an AKA on his brother’s (Herman) arrest record. All the family mother, brother,father and oldest son (not by his first marriage) have all been handled by the criminal justice system. Get this, his mother has been handled so many times she’s used AKA of several names. Disfunctional family all the way. Again, my travel will take me to the area where I will spend a couple of days as I have need to followup on information I have received. Later I will divluge my interest with this matter. Got into Houston early this morning. Got a chance to talk with someone very famliar with David as he has been following this blog! He informed me that David’s first wife is seeking to revoke his parental rights to their son. I hope she is reading this blog as well because this will give her the hold card she needs to prove he is unfit to be around people let alone children. Also, if the asshole is seeking any legal actions this is the best information available against him. I’ll be around for another day or so because I have some other people I need to talk to. I didn’t just start this crusade against this punk I’ve been working on it for the last two years. You see, my niece was involved with this asshole. I din’t like him from the start.

This is to David. If there is an ounce of dignity in your soul, just walk away out of the lives of your sons and those you’ve wronged. The damage is already done. There is no need to make them suffer because of your decisions and lack of humanity. The least you can do is give them a chance at life. It appears that Todd Kelly only takes cases that will have sympathy from the Public and are fairly easy wins. In several chats with him he is not the Champion some think he is. Here is a example of his from a comment about Title 7 violations and also FAR violations as he was asked how it affects contractors. I was pointing out violations from companies here.

Most won’t because these cases are on a contingency basis. That means they don’t get a fee if they don’t win. So they are out huge sums of money upfront and the endless hours that are not billable. One attorney I talked to claimed to have over a million dollars tied up in airfare to talk to witness, expert witnesses, investigators, court costs, depositions and hours. But because it’s all contingency they are out of pocket. If they don’t win they eat the costs.
Not all attorneys have the same area of expertise. And most of the attorney’s I have talked to really care of their KBR victim clients and are working very hard to make sure they prevail. Taking a case against KBR or some other behemoth is risky and costly. KBR has unlimited sums to hire attorney’s, investigators and such and if they win, the taxpayor picks up the bill because more often than not it’s now a billable expense. In the case of the Qarmat Ali National Guard, they were given immunity by the DoD.
To all ears: This is not about Mr. Kelley’s views. I’m certain that if we look deep enough in our own lives we will find some unfavorable things also but our favaorable should out weigh the unfavaorable. I hope the case of you highlighting Mr. Kelley’s views is not saying victims of this horrific crime does not have the right to be represented or their representation be tarnished by some comments that obviously does not hurt anyone as the crime committed agaisnt the person. Rape victims and their families derserve to be More Than Less Than. I will not blog Mr. Kelly nor try his statements on this blog anymore as he is not my focal point and I’m sure my sentiments are shared by many bloggers who has been follwing the atrocities of KBR. If you want to attack lawyers, go after those defending the actions of KBR. Now you’re talking BIG MONEY LAWYERS. I’m sure the compensations Mr. Kelly receive(s) from representing rape victims pales in comparison to the monies paid attorneys for KBR which argue that rapes don’t occur and KBR is a model company to work for. I don’t want to hand KBR no undue support because it is clear KBR and their high profile attorneys are guilty of the crimes the company commits and then publically deny and with their money, drag the victims through the mud to a point of shame that other victims will not come forth. I stand stong against victims of any senseless crime and I stand firmly with the small dogs(attorneys) that go against the big dogs(high profile attorneys) Win. lose or draw, the small dogs in the fight is a CHAMPION.

In the case of jamie Jones i am sure KBR will appeal it to them. They always seem to appeal no matter how ugly the case is.So with Kelly’s thinking why bother then, is my question. I am sure his two years in prison was very miserable .Fellow inmates don’t take well to: Rapist , Child Molesters, Child Killers or Messing with old people . I am sure he was in Segragation and not General Population , and if he did any sociolizing at all it was with males who did the same crime or similar. Take it from me an Ex- Prison Guard I know.

Had a great weekend and its been even a greater three weeks. No activity from David. It appears as if he has dropped off the face of the earth (which is too good to be true). The scary part of this silence is…Someone may be in the storm of their life or, this is the quiet before the storm. Given his mentality there is no way guards will be relaxed.

Thanks for the update on the ex-wife. Good to hear she is moving on. Prayers for her and the children are being sent up daily as I pray for the other victims. I hate the word victim so for lack of a better word I’ll start to use unsuspecting people. No matter how private one may be, the internet is an information highway and it’s hard to hide from cyberspace. Being private is one of the characteristics of his sickness. Privacy means to him, control. These people are able to tweak their agenda when someone gets too close. In other words, the lie they tell becomes the life they’ll live and in doing so they make up the rules for their world and when that world starts to crumble… They change the rules or move on for a new start.

During his arraignment, the prosecutor read what he listed as his emergency contacts. This included his aunt (who raised him) and he named his wife. However, she was identified as a cousin, not his wife. No mention of him having a wife or children. So, at that time his cover was definitley blown. He actually believed she would post bail for him with so much incriminating evidence. He is a sick, perverse, convoluted individual and needs to be put out of his misery. Unfortunately, his family is not too far off. They keep feeding this sick monster with lies. They need to be honest with him and encourage him to get the help he desparately needs instead of justifying his actions.
It’s good to have a community sharing their experiences with this sick animal. This is the low of the low and sadly to say, any and everybody supporting this behavior is just as sick. I will be traveling to Houston for mother’s day and spend it with my niece. Things has been quiet lately but the heat is on now. Jamie Leigh’s case is in the courts in Houston Texas and expected to last three weeks. Several women scheduled to testify about their ordeal with KBR. Hopefully she will prevail and shine the spotlight on Breda’s case as an credit to her case. Victim: The trial regarding the rape of former KBR/Halliburton employee Jamie Leigh Jones has finally commenced
Almost six years to the day since she claims she was drugged and raped by her co-workers while working in Iraq, Jamie Leigh Jones is finally having her day in court.
The 26-year-old, from Texas, is one of several female contract workers for KBR and its former parent Halliburton Co. who claim they were sexually assaulted or harassed while working for the companies in Iraq.
Ms Jones said that while she was a clerical worker at Camp Hope in Baghdad, she was raped so violently her breast implants were ruptured, her pectoral muscles were torn and she was severely bruised.
When she reported the rape to KBR officials, she said they placed her under armed guard, held her in a shipping container for hours and wouldn’t allow her to make a phone call.
Ms Jones was able to convince one of the guards to let her use his phone, and she called her father in the United States.
She is suing the company, Halliburton and a former KBR firefighter she says was one of her rapists.
