I remember driving by the base in the picture when we would leave T.Q., it was always dark and we could see the lights off in the distance. We also drove through Fallujah - straight throught downtown, sometimes in the daytime.
A town that I used to live in passed an ordinance that no burning of any kind outside was allowed, not even leaves. They must have had a reason for this.
I realize that a landfill would not work over there in Iraq because the dirt is different, no way to make compost because there are no worms, etc in the ground to allow for decomposition. The powers that be knew that before we ever went over there and they knew about the potential hazards of burning all those various items. What took KBR so long to get the incinerators? I think the only reason was the cost! The money shouldn't have been a factor because the end result is going to be more expensive for KBR with people dying from the exposure, and all the different medical problems. KBR spent money on useless, pointless things that nobody wanted so they would stuff them into a container and leave them there - like thousands and thousands of blue jumpsuits that didn't fit anyone. Like millions and millions of dollars on the finest vehicles/many armor plated to drive around the base to the PX or Post Office. I saw an HR person walk out of their office, step into this expensive SUV, drive it about 75 yards, get out, walk up to the window, get mail, walk back to the SUV (about 20 feet) drive back to their office, and if we were walking to the DFAC - do you think one of these fine upstanding folks would stop and give us a ride - ABSOLUTELY NOT!!! The money that was spent on these most expensive vehicles could have been used on more incinerators. They could have bought little cars and truck. Maybe four little ones to one big one.
So to me - the idea that it cost too much at the onset - doesn't fly with me.
