		<description>I believe there are limitations with regard to the overall dollar amount that any single contractor can be awarded for LCIV, as well.  Someone with access to that information feel free to chime in.</description>

We have to be careful of semantic here. The overall document is the CONTRACT. The individual work is issued on TASK ORDERS - NOT CONTRACTS.

Section L Instructions for Offerors (ON THE PRIME CONTRACT - NOT TO&#039;s)

		<description>If they do not extend LOGCAP III, it is very simple sail. LOGCAP IV says that each company may bid on all contracts, but can only be awarded one. Since KBR already has the CLS contract, they can&#039;t be awarded another. Two more contracts, you do the math.</description>

I personally was sort of thinking that they would just extend LCIII in Iraq and leave it with KBR. Based on the amount of time it is taking to effect the transition in Afghanistan - I don&#039;t see them actually changing the staus quo.

		<description>No Request for Proposals for a LCIV TO has been issued for this tasking in Iraq. Since the Government must first ask for proposals, then evaluate them, then award the TO - anything you are hearing regarding a particular company getting any work is just plain rumor.</description>

Back when I first got to Arifjan in Feb of &#039;03, we were having Scud missile drills where we&#039;d all put on our MOPP gear; there was a bus load of new hires which just happened to arrive as we were parading by them on our way to the bunkers, and a portion of them were so mortified, that following the drill they refused to get off the bus and demanded to be taken back to the airport - and I mean, “RIGHT NOW DAMNIT”! We laughed our, well, you know what I mean - we got a pretty good chuckle out of it.

And you’re dead-on about the living conditions and it&#039;s contribution toward the turnover rate. 

The project in Afghanistan is a whole new beast from the sustainment mode it was in prior to the transition, and right now it is one gigantic Charlie Foxtrot, certainly not for those individuals who need their creature comforts, a clean place to live, a quiet place to sleep, &quot;personal space&quot;, and all of the other basic amenities that suddenly become luxuries nowhere to be found in the daily grind of LOGCAP.</description>
