KBR, Dyncorp, Fluor and the LOGCAP IV transisition?

KBR PentagonWhat a mess this whole contract has been. III has been plagued with fraud and corruption, electrocution deaths, toxin exposures, over charging, indictments, rapes, convictions, Congressional hearings, law changes, contractor deaths and countless law suits against ……the list is endless!!

I think most of us were relieved when IV in Kuwait and Afghanistan was awarded to and . Personally I was anxious to get this whole disaster put in the past but that doesn’t seem to be happening.

I’m asking those of you in the field with , and in Kuwait, Afghanistan and Iraq to let us know what is going on.

What do you think is the hold up with the transition? You guys are the ones who really know what’s going on….share it with us.

If you make a comment about a specific company please be sure to post the company name, country and camp if you can.

There are a lot of people out there looking for answers.

As of the publishing of this post….I don’t think any major IV Task Orders have been awarded in Iraq. If I’m wrong let me know.

    How are they bypassing Bosnians having CAC cards? It is my understanding that both American nationals and foreign national must have one. The only difference in the cards is the color of the stripe that is across the front of them. Americans have one with a green stripe and foreign nationals have one with a blue stripe. If they don’t have CAC cards what type of identification will they have?? Correct me if I am wrong but without a CAC card they will not have access to anything on the bases. How will this work?

      Foreign nationals i believe have light blue stripe and US has the Green. But now they do not issue them to Foriegn nationals due to the background check that is required by the US Govt. Not sure what they are using but they are not suppose to be issuing CAC Cards to foreign Nationals maybe Afghanistan is different.

      You are right they quit issuing CAC cards to non-US passport holders. The FN’s are using their LOA for ID to access dining halls. Foreign nationals CAC card used to have a red stripe on it, but as they expire they are not being reissued. They also can no longer use the post office. They are not suppose to be able to use the PX, but that is not being enforced. There is a sign on the door of PX stating that if you are not in uniform you must present CAC card.

      That is what I thought. If they can get one issued why is it that they are using the excuse that they can’t get them issued for Americans?? It is just another excuse to use foreign workers to fill most of the positions. I am sure that it is good for the economy of all the other countries to have their people working there but what about the economy of the country that is footing the bill. We need jobs as bad as anyone. Something is not right about using foreign labor to support our troops when we have the highest unemployment rate that this country has seen since the 80′s. We outsource everything to foreign countries for cheaper labor. At what cost to the U.S. citizens??? Lower quality goods and services, lost jobs, etc. Get real, it that really helping any of us???

    Provider and etc.
    KBR moving out, but still brining new
    recruits thru to the FOB’s.

    I went to workatfluor.com to do the virtual recruiter thing and the application read “not available at this time” I was looking forward to atleast chatting with a recruiter so i can sell my resume…ive already applied to numerous positions but does anyone know if fluor will be having a jobfair or atleast have recruiters at a job fair? Thats how i got my job with Lear-siegler
    and also ive searched for a contact number through and through to no avail…

    Two days ago some guys from Materials were talking about a man who demobed a few months ago while on RnR. In April of this year KBR sent out a email stating we could demob while being home instead of returning to Dubai to demob. This man who demobed this way applied to Fluor and he had an email that said KBR terminated him. How low can you go KBR? Well, I also asked a guy I know who transitioned about the final plane ticket that KBR is suppose to provide as is stipulated in the contract agreement. He said no ticket. The first paper they make you sign is a waiver to that ticket or you go to Dubai and reapply with Fluor and lose your verbal offer position with Fluor.
    Is there anyway legally can we fight this. Time is short and it is a holiday season. heelp!
    KBR keeps finding ways to screw over people and to leave a sour taste in their mouths.
    What is KBR doing with the money from this last half of the ticket that we were supposed to get?
    Speaking of Dubai. How does KBR charge the US government when they put 2 people in a room at the Hallmark or 4 to a room at the Star Metro when we only stay there sometimes for only a quick shower before we must leave for the meeting to catch the charter. The say it is madatory to sign for the rooms.

    The PM in Bagram also refused to let Linda from Operations go to Afghan 1. She was hired on with the new low KBR payscale. She would have doubled her pay if she went. Instead KBR sent a laborer to Afghan 1 who is from the states. I am all for letting US workers get ahead but this guy they sent is from Bosnia originally. Fair and equitable is not in the KBR ethics book I think. Then again it was the PM who over ruled this so maybe it was not KBR. I am trying to be fair here. We all know who that may be in bagram.

    I am just wondering if the DCMA and?or the DCAA will look into what I blogged about. It appears that NCIS has a better record on doing things about these bad apples that KBR has and the DCMA ignores the contract violations. Too bad. I hope all this will change

    When I demobed from home I was on my EOC… Even if I showed up at Dubai, I still wouldn’t have gotten paid. I would have to have shown up at BIAP to get paid. Reasoning from KBR, I went home early on my EOC, my actual EOC date was the day I should have went on vacation. So if you’re going to demob REGARDLESS of the RR (1,2,EOC) Leave theater with KBR on your actual R/R eligibility date. Its all in the paperwork. I didn’t argue. Its not worth it really. So instead of getting paid the two weeks I worked, I got paid $50. KBR took the money from the advances I did prior to RR, they “reimbursed me” for the flight home. But not the flight back. I have a ticket to go back to Dubai. Thankfully, I got a call just yesterday from KBR on coming back. I really believe that they’re going to do a PAR in February or March… So we’ll see how it goes.

    In regards to Raul on Fluor, the virtual recruiter does work. I’ve gotten numbers for Fluor recruiters, but I could never get someone to answer the phone. Instead when I got on, I used my “candidate number” and then “messaged” with a person who redirected me to a recruiter. The recruiter asked me if I was interested in billeting, said they would call me for an interview. Hasn’t happened yet. I say your best bet is the virtual recruiter, secondly keep trying. They schedule when they’re on. Don’t give up.

    There was a all hands meeting on 20 Dec 2009 in Jalalabad. It appears that there are some disgruntled managers within KBR as it relates to Fluor. It was stated that KBR did not lose the contract for Logcap IV but that it was poilitical. I guess he was not familiar with the Judges decision about KBR as it pertains to Kuwait. Well KBR was told they were forbidden to bid there. It was also stated that Fluor cannot do it as good as KBR. That the transition should be transparent to the client, that KBR may be back. It was also stated that we are here for the soldiers which I totally agree with. Why some of the pin prick attacks on Fluor at this point in time? One can guess but time will tell. Maybe it is because the good ole boy system is being broken up, hmm? Or could it be one is dis-satisfied with the position one has with Fluor?

    raul, make sure you convert your time to there time, last tuesday it was at 8 a.m in the morning texas time.I signed in and 7min later i was with a rec. two days later i had paper work.If you have lic or cert. make sure you tell them that and able to provide it to them. you will have to do somethings your self in your town. good luck

    KBR managers complaining about politics, and being kicked to the curb! G. Dubya and Dix C. aren’t around anymore to protect them. KBR doesn’t have the qualified Construction Management or accredited Design talent at Bagram and the Army knows it. This is not including the numerous excuses for shoddy workmanship and dirty tricks to cover up their tracks while they blame the other guy. If they were breaking up the good old boy system it would be front-page news and might read something like this:

    News Flash; KBR and Fluor have agreed to hire union trained journeyman and accredited design professionals for Afghanistan. Others need not apply.

      I have a question:
      I have been posting to jobs religiously on every site I can find, but I have had no response, until just a few days ago from what I think is a Fluor recruiter although some things didn’t add up.
      So heres my question: I’m not sure if its OK to post the recruiters name, but she said she is located in my state of Florida not too far from where I live. Can anyone tell me if Fluor hires recruiting sub-contractors to do their hiring? Also, I was declined the job? She said that Fluor hires experienced employees only. How much more experience do I need when I was in Bagram, Afghanistan Dragon DFAC working everyday 16 hours a day 7 days a week, Hmmm?

        Was she requiring any kind of payment? I would stick to the Big 3′s websites. Too many scams going on out there. Go to http://www.logcap4jobs.com and have Bruce take a look at your resume. I have been getting great feedback from people. He’s a former KBR/Fluor HR guy.

          That’s the thing…She didn’t ask for payment. She was responding to a job I applied to on workatfluor.com. She critiqued my resume, and asked a few questions concerning operating procedure manuals, menu cards, rations, food safety, sanitation, how many people we served per day, headcount Etc. Which I told her I am familiar with and added extra info I thought she may have over looked, that anyone working in the DFACS would know. I’m Stumped………
          I will email my resume to Bruce as you suggested and see what he has to say. Thank you so much for the info.

                Actually, Dragon I think you need to be very leary of this person. Based on the type of questions you say she was asking it sounds like a company trying to gather information to submit a bid as a food services provider on a subcontract.

                Those are not the type of questions a recruiter would normal ask especially procedures manuals, and menu’s.

                  Thats exactly what I was thinking. But I needed to make sure. I looked up her name on the internet specifically sunbiz.org where she has her own consulting company. I also looked at linkedin.com where it does say that she is a recruiter although it doesn’t say for which company, it only says her location is in Ft. Lauderdale/Miami. She also may be linked to a construction Co. of some sort but I can’t verify yet.

It sounds like a phishing scheme, but not being a Certified Ethical Hacker or a Certified Information System Security Professional, I can offer no speculation or conjecture on how someone could accomplish using an email address complete with a bogus Fluor extension, and to what end.

        Well the hiring manager usually contacts the manager in country or vice versa concerning the people they want. Like i have mentioned before if they don’t know you or if some of there workers on ground cannot vouch for you they will not hire you. That is just the way it is right, things are in dire straits right now and they need people they can count on in the pinch ie sleeping in a tent with 200 other folks and know you are there for the long haul. They have alot people who arrive there and then say i am out of here due to the fact they have to walk to the shower, wear the same clothes a few days in a row and the laundry not being done everyday. I had it explained to me that it was not a cake walk. They also ask you on the fluor site if you are willing to work in the dire straits. People are quitting everyday due to non payment or living conditions. I hope that helps, even if you were there in 2004-2005. They hire who they want to hire. You can’t change that part unfortunately. Some say it is not right to do that but in away i can see the reasoning behind it.

          yes, I am aware of all that. I got the job through a friend in 04′. Back then, I got an email directly from a KBR recruiter on site in BAF, and a few days following that I got a call from a recruiter in Houston. He asked me the appropriate questions, then 2 weeks later I was in Houston going through in-processing. I was there living under primitive conditions. I was in a tent before being transfered to a hooch where I had multiple women in both and I slept on a cot while others got beds. I walked to the showers in the snow even when there was only cold water and sometimes there wasn’t any water at all to shower with, I wore dirty wet clothes at times, dragged my 50 lb. kevlar ensamble to work when required. Delt with all the KBR harrasment. Stood on my feet for 16+ hours a day working in the Dragon DFAC and they were raping women back then too. Nothing has changed. About the best one can do is to be on alert of your surroundings and do your job correctly.
          The thing is, with this recruiter, She said she was located in Florida? Does that mean that Fluor is subcontracting their recruiters?
          Fluor is in S. Carolina?

          Back when I first got to Arifjan in Feb of ’03, we were having Scud missile drills where we’d all put on our MOPP gear; there was a bus load of new hires which just happened to arrive as we were parading by them on our way to the bunkers, and a portion of them were so mortified, that following the drill they refused to get off the bus and demanded to be taken back to the airport – and I mean, “RIGHT NOW DAMNIT”! We laughed our, well, you know what I mean – we got a pretty good chuckle out of it.

          And you’re dead-on about the living conditions and it’s contribution toward the turnover rate.

          The project in Afghanistan is a whole new beast from the sustainment mode it was in prior to the transition, and right now it is one gigantic Charlie Foxtrot, certainly not for those individuals who need their creature comforts, a clean place to live, a quiet place to sleep, “personal space”, and all of the other basic amenities that suddenly become luxuries nowhere to be found in the daily grind of LOGCAP.

      It’s called profit margin. Insurgent. Everyone thinks KBR is that bad guy, but the other contractors just perfected what KBR started. But oh well the military is going to find out the hard way by throwing KBR under the bus. It is already reflecting in Afghanistan. More to come later.

      Dyn Corp’s package is not that good compared to everyone else over here, that is their LOGCAP O&M jobs. They are hiring mostly foreign nationals. Their R&R policy sucks, you get 3, but one of them is an “in theater”, which means that you don’t go home. Dyn Corp has some good contracts over here for Americans. Try the AFCAP program or they were just awarded the training contract. Another thing Dyn Corp was awarded the South in Afghanistan, Fluor the North. There is alot less fighting in the North right now, and neither of the new contractors pay for bunker time.

    At KAF transition into 3 mos, since I transitioned to DI, no organization per say, sleeping EX PAT and TCN 24 per tent, double
    twin beds. Have moved tents 5 times in 3 months and expecting another move.
    Expecting 600 more or so TCN’s
    TCN’s cannot get clearances. Cannot go to eat and the meals are being brought to the shops.
    No sanitary conditions, running out of food at noon and breakfast. Locals eating free too.

      No Request for Proposals for a LCIV TO has been issued for this tasking in Iraq. Since the Government must first ask for proposals, then evaluate them, then award the TO – anything you are hearing regarding a particular company getting any work is just plain rumor.

    I believe I have discovered where this thought that a contractor can only get one TO is coming from. This is incorrect. I had to go back to the solicitation to find it.

    We have to be careful of semantic here. The overall document is the CONTRACT. The individual work is issued on TASK ORDERS – NOT CONTRACTS.

    Section L Instructions for Offerors (ON THE PRIME CONTRACT – NOT TO’s)

    “An offeror may only beawarded one contract and cannot participate as a subcontractor, team member, or otherwise be affiliated with another offeror under this solicitation.”

    Section L refers ONLY to the PRIME CONTRACT award – not the Task Order awards. There is a big difference. Additionally Sections L and M(evaluation factors) are not incorporated in to the contract they are for soliciation purposes only.

    I have been unable to find any reference in the issued contract that states that a contractor can not be awarded multiple TASK ORDERS in a specific location.

      I believe there are limitations with regard to the overall dollar amount that any single contractor can be awarded for LCIV, as well. Someone with access to that information feel free to chime in.

    The maximum permitted on each LOGCAP IV performance contract is $5 billion per year.

    I have applied for numerous positions with KBR, FLUOR, and DYN CORP. I have only had luck with KBR, and I got my processing date pushed back from March 22, 2010 to April 5,2010. I believe that they may eventually rescend on their offer! Can you please provide me with the list of recruiters contact info from KBR, FLUOR, and/or DYN CORP!

    I wwish find out who is handling AFCAP for Kuwait,Qatar,UAE etc.
    Or a place to send email to receive referral as it would be difficult for a recruiter to place insight or name on lie.

      If you are serious about AFCAP you need to start checking the jobs that IAP Worldwide Services is posting. Their RMS division was the single contractor before the MATOC was awarded. They are still receiving the majority of the the TO’s.

      The Awardees for AFCAP are as follows

      IAPWS/RMS
      Dyncorp
      URS
      Ch2mHill/KBR
      Washington Group

      Additionally the Navy has a smaller contingency services contract GCSC. This contract was awarded to

      Parsons
      Dyncorp
      Agility – no longer receiving task orders

      As for Qatar ITT has the Basse Operating Services contract there.

      In the UAE if you are interested KBR has a commercial job to build the bridge from Bahrin to Qatar. The base of the effort is in Bahrin.

      Generally, when you apply on line which is the perfered method for all of these companies – your resume is then viewable by ALL recruiters – you might want to consider actually posting the asked for cover letter as well describing all of your interests and especially your job speciality. If you limit it to a specific position it may not make the rounds.

    Sometimes it seems like you need a Hollywood agent just to keep up, so, yes – I can appreciate what you’re saying about mad skills, and I agree. There is a lot of talent sitting idle, talent which could be put to good use. Economy’s in the tank or not, depending on who you listen to. “Wallstreet…They’ll buy ‘ya or sell ‘ya depending on what day of the week it is”, is the way I heard it put once.

    I’ve been hearing the exact same sentiments to which you refer to, to one degree or another, and it’s from some very talented and very executive level professionals such as yourself. Players in the game. Just hanging-out with a cold one in their hand, waiting for a mission. Been there, done that. Now I’m done. Well, not done, just trying to help people looking to get back in. If one considers that when even a single grammatical error – one error in punctuation, can get you put on the sidelines, well, you can always benefit by some fresh eyes. I’m out.

    This is just a thought – but it might help more people land the jobs they are looking for on LC.

    Although there are Three Major Contractors, Fluor, KBR and DYN – that does not mean that these are actually the companies that are performinng or hireing for the type of job you are looking for.

    As an example on LCIII KBR subcontracted out a great deal of the work – a lot of the vehicle maintenance for example was done by EG&G – the employees that did this work were recruited, hired and paid by these subcontractors.

    Expanding your search beyond just the three Prime Contractors may result in you actually getting the position that you want.

    Be prepared for some very harsh conditions during the transition. The billeting manager is a friend –250 bunk beds in a LAM’s A for billeting–5 showers and latrines to share with the other 499.

    Food is good on the smaller FOB’s. Travel light–maximum is one foot locker, PPE, and computer. Bring a lock–lots of thieves. Expect to sleep nose to nose( so to speak) with many nationalities. The big push right now is more Indians, Bosnians, Turks, Macedonians, Filipinos, Nigerian, ect. Be prepared.

      That would be the US Government Lee. The split of labor between US Expats and TCN’s fluctuates but is about 30% expat and 70% TCN. This is a money saving decission on the part of the Government. A number of TCN’s are employed directly by the contractors – some are subcontractor employees.

      TCN’s are hired as direct hires by all three of the prime LCIV contractors.

      The majority of the direct hire TCN’s are those that worked directly for at least one of the contractors in their homeland. At this time I believe that the majority of the Direct Hire TCN’s are from the Balkans.

      A good number of the others are provided by Labor Brokers.

      Please note that these employess make significantly less than the Expats and Direct Hire TCN’s and do not receive the same benefits.

      The large majority of these people are Indain, Philippino and Suri Lankan. As far as I know there are no Chinese citizens working on these contracts as they would not be able to obtain visa’s from the Chinese Government to do so.

      Please note, Thai nationals are prevented by their country to working on these contracts.

      Since I do not have knowledge as to the subcontacts that these companies have executed I can not provide information regarding these companies. In the past the majority of these subcontracted companies – specifically for food service – were foreign companies and were hiring nationals from the country in which they were located.

      The SF85 and Cac card issue. Also, you are sent after a requisition for a particular FOB is processed. In other words- you are being prepared, in case the need for your talent arises.
