The meeting was held on October 6, 2009 and was about the Fluor / ITT / KBR transition and how it will affect current KBR employees. The notes are as I received them except for minor formatting changes and I added “(Flour)” in several places for clarification. There is also some “scuttle butt” that KBR LOGCAP III Afghanistan will now report to Houston and not Baghdad. Can anyone confirm or deny that rumor.

I’ve been contacted by recruiters from KBR, AECOM, Dyncorp, CSA and a few others and have been put in the pipeline by all of them (just waiting on passport to arrive) but have yet to be able to reach anyone personally at Fluor. Thanks FluorSuper. I have yet to check out the livechat. I’ve posted a resume and sent info to recruiters directly as well as calling Craft Services HR (888)782-3363 but haven’t had any word back. I’ll try workatfluor next. I do have a few recruiter contacts if anyone wants to shoot me an email I’ll be happy to send them back. Didn’t yield any results for me but I know this is a fickle game we’re playing and it may boil down to right place, right time.

When you mention “having a license” are you speaking of a “Master’s” or simply a “Journeyman’s”. I have a California C-10 Electrical Contractor’s License which is the equivelant(sp?) of many other states master, if not more difficult to obtain (minimum 4 year apprenticeship + minimum 4 year journey level experience + 4 hour trade exam and 4 hour legal exam)but I’m afraid many recruiters may not be aware of this. I am also an IBEW Cert. Inside Wireman and CA Cert. General J-man yet I am having difficulty getting my foot in the door. Thanks for the tips, I’m heading to that url now.
take ur Ca Contractors license and call State of Kentucky division of commerse. From there find your way to licensing. You will be able to obtain a Kentucky Masters License for 140 bucks. I have an Ohio Electrical Contractors license and this worked for me. I just today was called by Flour for work. Good luck friend Cory.

Any state cotractors licence is a help. Fluor wants solid documentaion of work history. The crafts have to take a test at Greenville and pass the national average percentage. If you know your stuff, no problem, sounds like most KBR plumbers are having the most trouble.
are they requiring licenses in greenville or just to pass their trade test, i hear from guys in greenville that there are lots of trades guys there without licenses. They have confirmed all trades are being tested and a lot guys going home for failed tests unqualified. anyone have more info or been thru greenville?
We have tried the live chat with Fluor recruiters. Not much luck there. Mostly all they will say is keep applying to everything you are qualified to do and we will get back to you if we need you. They don’t ask a lot of questions and you don’t get the chance to ask many either. They will stress that they are in limbo waiting for the transition and that they is a back log of people waiting to leave Greenville.

Here at BAF, Plumber-1 has no license and is therefore intimidated by those very few that do have them. Utilities-1 and Base-2 love this ass-kisser, who went from truck driver to being the Utilities-1 heir-apparent the old-fashioned KBR way, by sucking up. Most of the “plumbers” are non-licensed Bosnian types, as the sane licensed Americans seem to just do their year and split, tired of poor management. Hopefully this will change with Fluor? We don’t want this turd chasing truck driver as our U-1. Help us, Obi-Wan Kenobi; you’re my only hope!
My husband is an electrician , he was hired in March 09 to help correct all the problems. He is currently in Iraq and I was wondering are they offering the present KBR employees positions or with all the problems they are holding this against them. Would it be a good idea to apply with Fluor or wait and see what will happen.

I just love it when people try to insult me and then don’t leave me a real email address. Just so you know…the DFAC food and the 130 degree heat took care of that problem. John Downey’s name keeps coming up over and over and over!! I am currently working on a post just for him. He appears to be so typical of of KBR’s managers and now that the CAP for the Level III CAR has been accepted things are slacking off a bit with regards to electrical safety!

Get your resume in to Fluor. If I’m not mistaken they have the LOGCAP IV contract for Bagram.
If you were there with KBR you might want to check on your rehire status. Lots of people who demob volutarily have not for rehire status compliments of KBR. This could hurt your chances with other companies. Of course none of the other companies are going to tell you that but if you have applied and have the qualifications and still have heard nothing it stand to reason that KBR may have black listed you. Hope this is not the situation with you but believe me it is with many others. We are in the middle of trying to get my husbands status reviewed right now. It is almost as bad as going before congress to get a bill passed!!!! It is unbelievable that KBR’s influence can be so great considering all the screw ups that they have made with the LOGCAP Project but their word seems to be the gospel. Hang in there and keep applying. I would be glad to share any information that I have. Ms. Sparky can provide you with my email address.
It may very well be time for a CLASS ACTION!!! Any attorney’s out there interested? Black listing is illegal! I think it is an effort on KBR’s part to reduce the amount of qualified manpower available to competing contractors. And I am not convinced former KBR managers like Bruce Stanski and Jeff Uribe are not a part of this.
A class action suit would maybe help. The only problem is the ones that this effects are already without work. KBR with all it’s money and lawyers would keep this tied up in court so long we would all starve to death before it was settled.
Does anyone know anything about AECOM? Just go my LOA but contract ends MAR 31 so wondering how this effects completion bonus and such if that is based on 1 yr. contract. Do these guys have legs for extending or are they on their way out? Any experience with them? ontract begins Dec. 3 so should be headed to Ft. Worth on 1st or 2nd.
They are the parent company of CSA, there are a lot of comments regarding CSA on this site concerning their contract in Kuwait.

Sograngerbat, You stated you helped with the start-up of KAF and BAF in 2002. I don’t know what you did in 02 because KBR didn’t take over the DFAC until Sept. 03 and FET construction did start until late 03and 04.. The first KBR FET didn’t arrive until about March 04. The Special Forces, 82 Airborne and the 10th Mountain were there at the time conducting military operations.If you processed in Houston in Sept. 02 as part of the first DFAC start up crew then it’s possible.
Hello All. I have been trying to get a job back overseas since I got back to the US on June 15, 2009. I was working for KBR, but, I want to go with another contracting company. They (KBR) do have their picks and chooses of who they want as managers and supervisors. They don’t care if they have the experience or not. As long as you are kissing their behinds, you are alright with them! I have been trying to apply with Dyncorp and Fluor. I have put my resume on line with them and I have applied for jobs that I know I am qualified for. What is the Deal with these two companies??

Well Nedra i hate to say it but alot of those managers and supervisors who work with Fluor and Dyncorp use to work for KBR. Also with both fluor and dyncorp if the hiring managers do not know you or someone who can verify you know what you are doing they will not hire you. A lot of those managers and supervisor still have contact with KBR folks who either can help you or shoot you in the foot. The only way they called me was because i knew some of the folks there who said i was a good hand who knew what they were doing. You can take that information for what you want but that is the way it is. Good luck to you.

How do I find out my rehire status at KBR?
I believe you have to start be reapplying with them.
We have finally gotten confirmation that my husband’s rehire status has been changed. It has taken months of emailing, praying, and begging. I realize that there are many others out there in the same situation as we were. It is not an easy process to get your rehire code changed but it can be done.
Anyone out there that is questioning what your code is might want to contact fhoukbrcode.com. This is an address that we were referred to in the beginning of our quest. They should be able to tell you what your code is and if not they will refer you to the proper place. Also, any recruiter can check your rehire code. Contact any and all old managers and supervisors that you worked for that may still be working for KBR and ask for their help in getting you rehired. The more people in management you have working to get your rehire code changed the better off you are. Then also email anyone you can think of that is in upper management with KBR. Explain your situation to them in detail – why you left KBR and why you want to return to work. This may help you. It did help us. My husband is returning to work with KBR in just a few weeks. We did not think that it was possible for him to return to KBR because of his rehire code but we are proof that it can be changed.

if you have no kids ? Maybe… I saw it ruin many families… I now have kids and would never do it again. I spent many years in the field for KBR and saw way more than I should have… I don’t live in the US and do work just as well if not better than Iraq or Afghanistan…. for your own safety pleae consider other options. Dont make the same mistake I did. Dont risk it all for a few extra bucks… I saw too many of my coworkers and several friends killed… no chance for future happiness, no more daddy and in some cases mommy for the kids… whats the point…I wish you wisdom and wellness in your choices.

Living this kind of life is a gamble and there are many sacrifices. It is not for everyone. It is a personal choice for each and every man or woman who chooses to work in a combat zone. For my husband to go to work in Iraq several years ago was probably one of the hardest decisions of our 29 years of marriage. We had just declared bankruptcy after a business we owned failed. We felt that working overseas could provide us with a financil boost and put us back on our feet again.
The biggest sacrifice for us has been the loss of family time. We have had two grandchildren born since he began working for KBR and he missed both births. He has also missed seeing them grow and the everyday things that they do. Family life is almost non-existent when you are on the other side of the world. A couple of weeks at home can not make up for the time you loose. Lots of marriages fail due to the lose of time spent with your spouse. I can not say that our marriage has not felt the strain caused by being apart but we have survived. I feel we are stronger in many ways now than we have ever been.
I would never encourage anyone to choose this type of life. We made the decision and feel the benefits that he can provide our family with out-weigh the risk. There is always that worry in the back of my mind that something may happen to him. I have learned to take each day as it comes and try to stay focused on the goals we have set.
Well said, KBRWIFE. Personally as a single mom, I made that sacrifice. I paid for it emotionally regardless of the financial dividends. I would do it all over again…I see the rewards of being able to provide for my family that if I had not, I definitely would not be in a good place. I wish you and your husband well.

It seems that the Balkans are trying to slow down inventory for the transition. They take 3 hour lunches, quit early and make comments such as they will be just helpers when Fluor takes over. Meaning that the cut in pay means less work on their part. Very ungrateful chaps they are! They are raping the US taxpayers, have their mafias and bitch about the pay so why don’t they just demob and go home? If Fluor is smart they will send one or 2 home as a lesson to the rest for their actions.
Or tell them they must submit as willing participants for Haji Thursday! Where men are men and sheep, goats or camels if you will, are afraid. Baah baaaaah!!!
I also see that KBR is finally applying the mail rules to the TCNs. A little too late. But no one is getting time off for violating the US Army policy of using the mail system when they are not allowed to. When one does not have a LOA as is Army Policy it is 2 days off. When one get a traffic violation it is 5 days off. When a TCN uses the mail system , in violation, there are no days off even though they were informed back in April. Some have repeatedly abused the system and joke about it. They say the Army is stupid and so is KBR for not enforcing it. It was reported twice to KBR upper mgt but little action was done. seems there is a double standard when it comes to TCNs vs ex pats

You may just find that if that AFCAP contractor is IAP/RMS that the grass is not always greener.
True the grass is not always greener on the other side but considering the amount of bunk out there, it justifies the letter of acceptance. It was not RMS/IAP but a competitor.
We had our meeting with the KBR HR guy from Houston for this transition. We were told not to date any of the paperwork but to sign all the papers. We were also told that those of us without a Fluor offer and have signed those undated papers have a possiblity that if Fluor does not pick us up that we will have to pay for our own flight home as KBR probably will not have a position for us. We are being told to sign “legal papers” and not to date them! They fill that in, hmmmm? Another KBR rip off! If we date them we get de-mobed right then and there. Hey, Police I am being robbed! They are holding a gun to our heads! Being told to not date a legal paper by an employer or it’s representative constitues FRAUD. Hey, we can get out of our arbitration clause now. We can use the Sabine-Pilot and get out of our arbitration clause now. It sounds like they are going to get sued over this, lol. The best part is we get to use our Aetna until the end of the month. Or we can use the VA as that was also in the paperwork we get to keep. What a cheap ass company. We must also sign away our right to that plane ticket home “voluntarily”. We did not sign voluntarily! We are told to sign or we will not go to Fluor in this transition! That KBR will de-mobe us involuntarily. Another form of terrorism here in the mid east.

I don’t know who is giving you this information…If I have not been misinformed, the DoD has already paid for your return ticket home when you mobilized. This is just typical KBR BS!! I am assuming you are in Afghanistan.
that is correct sparky, if there is not a position and you are demobilized they will return you to your point of orgin. That is not like dyncorp for example if you demob before the first 4 months you have to pay your own ticket home. Well if there is not a position and Fluor or Dyncorp does not pick you up then of course KBR is not going to pay you for not working. Come on folks send sparky the email or scan a copy of the letter or documents and i am sure she will figure out what the issues are.
When I spoke of TCNs I was referring to all non US. One must now have a US passport to get mail. The ones violating the rules usually are the Bosnians. They know that they are not allowed to use the postal system. They see the holes with KBR enforcing those rules and violate them. They know KBR will not punish them. There is one who uses the system or used to use it now that that hole is plugged to get items from JR and Tigerdirect. The problem I have is that that many do not buy items for personal use. They buy items to take home and resell at a profit. These are the ones I have a problem with. They make a great salary here yet still need to squeeze out some more money any way they can.
2004-2006 I know it was very common knowledge the Bosnians were buying from the US, having items shipped to their Camp via the USPS/APO. Then taking the items back home on R&R’s or shipping it back via USPS/DHL/UPS. I was not privy to what they were buying, I know the mail room guy complained about the huge quantity of packages they got from the States.

Do not sign anything without at date. That is most definately not correct. The other thing you need to know is that if KBR sent you there then is downsizing because they lost the work – it is their legal responsibility to send you home at their expense. The only time you should be required to reimburse for a demob ticket is if you resign and go home by choice. Make sure and check your employement agreement as I am positive that it states this.
Also they can not threaten you with not receiving a job from Fluor. The contract states that Fluor can not contact you and recruit you – but you can most certianly go to them an apply.
I susgest you call the EAP number and have documentation regarding what you have said. If you do not feel comfortable with EAP then contact Ron Allen the leagal counsel in theater.

Sir you work for Dyncorp not KBR. You should have read the contract you signed because like it says if you demob they will not pay your ticket home it is not like KBR. The other part of the R&R money was returned to the Government. Sorry dude for the situation you are in but when you left KBR for Dyncorp the agreements with KBR went out the window. That is some of the downsides of jumping ship to a new contractor. KBR is not the blame for this i would blame Dyncorp and there garbage ways of doing things

When you changed contractors your contract changed. But you brought up a very valid point. The DoD paid for a round trip ticket when you mobilized for KBR. They can’t just keep that!

If you’ve worked on FOB all this time my hat is off to you. The art of diplomacy and performing competent work is an art form with KBR. It’s one thing to be professional and make the most of it.
Everyone who has spent time at a FOB and had to make it work understands how difficult it can be, if you don’t have stateside materials or don’t have the experience to safely make it work.

there is a 2 hour trade test for every trade ,its requirement to get thru greenville and pass it with fluor,hopefully it will eliminate these problems.A tcn or f/n hand has never even seen table 6-4.I know exactly what your talking about. Fluor is supposed to be hiring 70% americans, i believe they are on the best track to success.
If KBR would of done something like early on, instead using the good old boy management system and TCN’s, they would probably still be there. We also could of saved a few lives instead of the C.O. sending a letter home to someone’s family.
With all this talk about Fluor, just curious if anyone has information on who (company) takes care of the medical support for their personnel. Are they like KBR and hire their own medics or do they subcontract. I have looked online for medic jobs with Fluor but have found nothing. I have my own small medical support service company and have been trying to find a contact person at Fluor for medical subcontracts. Have even tried sumitting an application and resume with zero results. I was in Kuwait in 2007 working as a medic with KBR, but have since lost any communication with people overseas to help make contact or vouch for me. Any help regarding this would be greatly appreciated and kept confidential if need be. Thank you.

Your statement regarding the MOB and DEMOB tickets is incorrect.
Once again we must refer to what is actually contained in the contract. So that everyone is aware the LC contractors are not reimbursed the cost of the actual ticket purchased to MOB/DEMOB an individual. The total reimbursement is set in the contract. The total current amount reimbursed to the contractors for MOB/DEMOB is around $1,000. So if for example someone’s ticket actually cost $1,500 the most the company will be reimbursed is $1,000. In most cases since the roundtrip ticket is only good for one year – if you went home on vacation for your 3rd R&R the return portion of the ticket was used for that.
It is a misconception that a MOB and DEMOB ticket was purchased for you. Yes a roundtrip ticket was purchased for you – and that actually was changed after 9/11 because a one-way ticket subject individuals to automatically having all of their luggage – including checked and carry on searched and it was causing problems for personnel in several ways – such as being able to stuff all that junk back into a bag and getting it to actually close.
Additionally, the LC contractors are not reimbursed for the MOB of any employee who does not stay on the contract for 180 days.
As for Dyncorp not paying for your demob ticket –
I am sure that your contract with Dyn stated somewhere that if you voluntarily demobed with in a certian time – most likely 180 days – then you would be responsible for your DEMOB ticket – I am surprised it does not also say you are responsible for your MOB ticket – since they will not be reimbursed by te Government for it.
I know that the CSA contracts state that if you voluntarily demob before 121 days you are responsivle for reimbursing them for your MOB ticket and paying for your own way home. In addition you are responsible for reimbursing the company for any money they spent obtaining your visa.
Just a couple of quick points before I head out the door. I don’t understand what you are talking about with regards to changes after 9/11. All of LOGCAP III was after 9/11. The contract was signed Dec 14, 2001.
KBR’s LOGCAP III Contract is a cost reimbursable contract. MOB/DEMOB costs are 100% reimbursable including ALL airfare. The $1000 you are referring to must be for R&R reimbursements. And that is based on each individual companies policies and procedures. If I recall KBR’s R&R reimbursement was only $860.
I disagree adamantly on this and rumor has it that someone finally blew the whistle on this practice.
You are correct that the contract was signed after 9/11 prior to that on LC II and other contingency contracts the contractors were reimbursed actual cost of the one way tickets. It was determined after 9/11 that this was not practical as the one way tickets casused extra security screening.
The R&R reimbursement is separate and different from the MOB/DEMOB reimbursement and is extablished by the particular company. For example the amount set for the Balkans Support Contract was the equivilent of a round trip ticket from Budapest Hungary to London England.
The Original amount contained in LC III for the MOB/DEMOB reimbursement for each person was in fact $860 – it is adjusted every year.
The LC contract is not a strictly cost reimbursable contract it is a hybrid – there are specific CLINS (Contract Line Items) that are not straight cost reimbursable – for example the PMO is a Fixed Price. The line item for MOB/DEMOB in the LC contracts has a specific amount stated per person and is a specific cost line – it also contains the restriction that there will not be reimbursement for MOB costs for any employee who does not remain on the contract for 179 days.
Again, that is one of the reasons that it is extremely important to read and understand an entire contract before making a statement about what is and is not applicable.
Additionally just so you are aware there was an audit conducted in Feb 2007 of KBR’s MOB/DEMOB billings.
KBR was asked and provided copies of all air line tickets for personnel in and out of theater from day one.

The determination – KBR was not incorrectly reimbursed for any MOB.

Maybe your sources are not correct. KBRSI was reimbursed for an entire round trip ticket purchased for Mob/Demob. The 860 you reference might be an advance agreement used in the calculation of a proposal.
Also, who did an audit in Feb 07 on Mob/Demob billings?
You claim to know a great deal of information, but you actually don’t. Also it is not a restriction about the 179 days. It is a Special Contract Clause that mentions the 179 days.
Do you even work for DCAA? If you do, you must not work at any location with a LOGCAP contractor currently.
One last thing. It is spelled Ms Sparky not Sparkey.

I said $860 for R&R not MOB/DEMOB’s. You give me a paragraph number in KBR’s LOGCAP III contract that supports your claim and I will publish it. My sources say you are mistaken. Until you can back up your claim with supporting documents I stand by my statements that KBR was 100% reimbursed for MOB/DEMOB costs.
If not…do you think that KBR would pay one red cent out of their own pocket without recouping the money from the employee. I don’t think so!

I’m currently considering going to Afghanistan for work.. Im having some difficulty finding out salary info.. word on the street is that salaries are outstanding.. I am Currently a Sr. Network Engineer for a microwave backhaul telecom company.. my current salary with OT is around 100k per Year,, Is this something to really think about… are the salaries just that Good?

Word on the street depends which company has the contract and what type of job responsibilities you’re assigned. Employers don’t talk cash until they make you an offer and it’s the last line item on the list if they contact you. You could wait for months with the hope of a phone call. Most of these companies will not contact you if they have selected another candidate.
If you are contacted and informed you’re under consideration for a position, they might have enough class to contact you, if they have selected another candidate for the position.
Sometimes they call and there is a pre-employment agreement with an “at will” clause and suddenly the job is cancelled. You’ve also just told your boss to kiss off and quit a decent job only to find out they didn’t receive the contract or they’ve deleted the position.
Your odds are better winning the Irish Sweepstakes than waiting for someone to call, which fits your schedule. You could always throw your hat in the ring and find out. So don’t quit your day job with the hope they will call because of a job posting. Choose wisely.
