Fluor’s LOCAP IV offer for KBR employees in Afghanistan

Below are notes from a meeting of a current employee at Kabul, . The meeting was held on October 6, 2009 and was about the Fluor / ITT / transition and how it will affect current employees. The notes are as I received them except for minor formatting changes and I added “(Flour)” in several places for clarification. There is also some “scuttle butt” that III Afghanistan will now report to Houston and not Baghdad. Can anyone confirm or deny that rumor.

GENERAL INFO

  • (Flour)Taking Over 62 FOB’s and Starting 20 New FOB’s

    I think proposals have just been submitted for Iraq. I don’t think anything has been awarded for LOGCAP IV Iraq yet. I could be wrong though. I think the DoD is still knee deep in the disaster that would be the LOGCAP IV transition in Afghanistan.

    Things are getting weirder here at Bagram with KBR:

    KBR’s current ‘management by intimidation’ obsession is driving – 5 days off if you don’t use a ground guide, 5 days for the merest fender bender, etc., while the base is getting more and more congested with “surge” vehicles and soldiers. “Cow-hat” told us in an all hands meeting that he hasn’t driven on base in 3 years, recommends that we don’t drive, etc. Meanwhile, we still have our thankless jobs to do. The net effect is that many folks, especially the TCN’s, are somehow conveniently now without their home of record drivers licenses, due to some snafu in Turkey or Bosnia. Many TCN’s (and a few Americans) have always lacked a drivers license yet have been paid the same as those who actually drive them around (they make up for it by bringing the boss chow from the defac, fetching his laundry, or just generally sucking up in the most disgusting fashion). The bosses don’t question who drives and who doesn’t.

    Bosses are using driving mishaps or anything else to write up and purge their ranks of the non-ass kissers, especially those holding licenses. In our shop for example, we electricians are working killer mandatory OT hours yet some have gotten written up for non lanyards, etc. With the turd chasers in the plumbing shop, the non-licensed Leesburg Mafia ex-truck driver Plumber 1 is causing some Americans to demob and writing up all of the non-buds, especially Yankees. He undoubtedly has a bright future with these retards. HVAC is headed by a non-licensed Pilipino (there are few if any licensed HVAC-ers, although they got their Freon certs). Utility 1 and Base 2 think things are just peachy and wonder why they lost the contract…perhaps they need to write up a few more Yankees? The $50.00 question is: Since Fluor is using KBR HR records to determine pay, will they be smart enough to realize that those who got written up since KBR lost the contract are actually the ones who question the piss-poor quality that passes as OK by the entrenched good ol’ boy managers?

    Rumors have it that O&M (a.k.a. ‘utilities’, a.k.a. electricians, plumbers, HVAC) will be among the last to be migrated as Fluor is weary of signing for the crap built by truck drivers and Bosnians.

    I have a friend that just demob’d from there and told me don’t come back there with KBR or Fluor/KBR East. He said things are not good (especially for the craft trades and if you are an American). He told me to find something else – someplace else. KBR does have Master and Journeyman Elect. jobs posted for Iraq, not sure how many, but it looks like they are trying to either fill open slots or have people ready to in-process and deploy. I don’t know, it doesn’t sound good either way???

    I was informed by a Iraq KBR site manager several of the sites have problems. Not too surprising, OA/QC is writing up anything they can find with amount of paperwork increased to correct the problem with a plan of action attached.

    Starting to sound like stateside city building and utility permit process contractors deal with minus plan check concerning zoning and code issues.

    Oh yes alot of folks will be sent home and yes afghanistan is not the only ones getting written up the same happens to folks in Iraq as well. If you are speeding 5 days off, not using a ground guide same 5 days off. NOt as anal about the lanyard deal but back up with a ground guide and you will be cleaning your hooch for 5 days. Now we have to our license approved by project management. If there is not a justification for you to drive then you won’t. Period. If you just do it anyway you will earn yourself a ticket home. Yes QA is doing the same here writing up everything. Yes Fluor and Dyncorp are getting CARS but i am sure they will figure it out sooner or later. I have been called 2 times by fluor but i will let all of the BS get worked out before i go there. I am sure Mrs Sparky you will have alot to say about this evolution. I cannot wait to see what happens when they start the transition. This is going to be comical.

    Speaking of write-ups, former Afghanistan KBR PM Rick Rueter once complained to department heads they were not issuing enough write-ups based upon the management theory of no organization runs perfectly or is flawless in its procedural operation. He expected a ratio of write-ups to coincide with the number of employee’s.

    Is this the same Rick Rueter that is now with Fluor and the head of Afghanistan Operations?

    I heard that he was let go by KBR, amazing how the upper management seems to skate by the eligable for rehire with KBR policy, that Fluor says is a mandate for employment with them.

    Speaking of upper management and Fluor/KBR East…has anyone heard the rumor “The Notorious R.E.M.O.” (Remo Butler) former KBR Deputy Project General Manager and Project General Manager for Iraq/Kuwait and hip/hop recording mogul has been snagged by Fluor and I can only assume Bruce Stanski.

    I’ll bet those Fluor staff meetings are like a KBR class reunion!

    Must be one in the same, he resigned as they in management terms. Rueter was fired upon a fired once upon a time in Bosnia. Maybe the Hip Hop Mogul can take a few lessons the children’s television show “Hip Hop Harry”. At least “Hip Hop Harry” has a paying gig in the biz!

    As i said this transition is going to be comical. Yes old hands will return but i don’t think it will be the same as KBR. Fluor has learned from the KBR days and being honest they run there operation like tyrants you think KBR was bad. Just wait until they get there feet underneath themselves.

    My understanding is transient labor contractors are staying in Aircraft hangers instead of the individual hooch’s of old. Rocket attacks have increased on base. Afghan elections officials have quit. They were part of Karzi’s tribe. Pashtun voters from villages in Helemand province who didn’t vote in the election where still counted as votes for Karzi thanks to Karzai’s brother who controls the opium trade in Kandahar.

    You will hear more crap about camel spiders and that it is a safe place to be. If they ship you Kandahar, it’s worse. Do not trust the ANA they will surrender at the drop of a hat against the Taliban if they have a way out. Just like they slipped out in the middle of the night last week. KBR Intel doesn’t know anything. I know more than they do in my sleep!

    You would have to ask some one in Flour like former KBR PM and current Flour PM Rick Rueter. R. Rueter was in Kosovo, so an I believe an open conduit of a Flour non-American labor force will increase if it hasn’t already.

    One a side note: My understanding is KBR (Iraq) TCN’s will be replaced by HCN’s in about a year. Of course this will create the same problems KBR has in Iraq. I would reckon to say it would be smart money to think so. My opinion is solely based upon one conversation with a KBR site manager in Iraq.

    They are replacing them now with the labor crews. They are not hiring any more Foreign national due to the requirement of having a background investigation being done. Right now Flour and DynCorp are not hiring the Kosovo/Bosnia connection the labor is being provided by a Subcontractor they pay less money and most of them are from Asia.

    I hope Fluor has a new LSA and will house their employee outside of the existing KBR area; I do believe that KBR BAF had the absolute worst showers and Sh***er’s that I evey saw during my three year stint and I lived on the FOB’s, Salerno, etc… Iraq is a country club when compared to conditions in BAF… BTW, How many plastic bottles does it take for a Balkin individual to wipe their kester with?????????!!!!!

    To Speicher Dude: It’s a Muslim tradition before prayer in Mecca. So you can assume there is a lot of praying to the porcelain god. If you hear chanting to Allah it’s a sure bet. At least you don’t find footprints on the seat.

    Just curious, when will ITT start bringing people from stateside to Astan to replace KBR. Now I already have an employee number with ITT. Does this still mean someone already in country will have the jump on me? It’s bad when a recruiter cant give you any info and I have to get it through this site or any of the other overseas work sites out their!

    I am at BAF (Bagram Air Base) now on the transition team waiting to go out and asses sites on Fluors transion team but may be months before we take sites ove from KBR

    for warning if you are thinking of coming over to Fluor you living condition will not be what you are used to first you sleep on a army cot,
    in 100++ person tent
    no real complaints cause getting a lot better uplift

    we are just sitting around doing assesments
    going out to sites waiting to get the green light.

    there might be a hold on hiring right now the iss is we only have 3 100++ person tents filled to capacity. you may hear someting in the next 2 months when Fluor takes over sites
    and if yoou were in Iraq totaly different over here no truck to start you have to walk to work

    as for process it take about 3 weeks in Greenvile

    Despite previous IED ground clearing efforts stay on the beaten path. They will tell you the stuff washes up during the rain. It does from time to time. Do not walk by the Russian Tanks. We once found several anti-tank mines in the drainage ditch going towards the Bazaar.

    The Military base design criteria for base construction is for seven years despite a stateside building life cycle of 50 years. Any construction performed under “temporary conditions” still must the code minimums. This interpretation has resulted in sub-standard construction projects by several contractors. Not to mention, the initially ignored inspection process required and third party inspections, during the construction process.

    KBR Management and other contractors have hired technical professionals and designers and tradesman full well knowing the Military base construction premise.

    Many of these technical professionals do not carry a professional license. Most of the designer’s only drafting technicians. Both of the above-mentioned are legally in the same design category as the average citizen. If one is unlicensed or considered a designer they are not considered true Design Professionals. Design Professionals carry legal liability.

    Generally speaking, Cities has this general set-up with expanded or combined categories:

    •Planning Department
    Reviews architectural and civil improvement plans to ensure compliance with any conditions of approval.
    •Fire Department
    Reviews civil improvement plans and fire protection system plans and design of site electrical plans.
    •Engineering Department
    Reviews civil improvements and grading plans; site drainage and traffic signal plans, civil improvement plans for water & sewer improvements
    •Building Department
    Reviews architectural; mechanical; structural; plumbing; electrical; handicap access and fire, life safety plans.

    Fluor Foreman,

    Any ideas on when Fluor will pick up the Utilities Department on BAF? Utilities are the electricians, as well as HVAC, plumbing and refer. Perhaps you call it O&M?

    Also, will you be bringing your own managers (general foremen E-1, H-1, P-1) and supys (E-2, H-3, P-4, etc.) or keeping the KBR bosses?

    Don’t count on any of the contractors building new housing in the near future. It’s gone out to bid and might be started in Jan. or Feb. Of course management will be inside of their converted cargo containers while evey other else has to freeze in b-huts with no insulation or double walls.

    update Fluor subcontractor ITT offered jobs to Bosnian warehouse workers and they walked out of the room because they are getting a pay cut,
    some however realized they would accept the offer
    because they have a huge unemployment rate back home.
    also Task order 4 has been extended another year for Fluor down south at Kandahar.
    on housing issue will be lucky to get housing started in 6 months.

    on taking stuff over we have not been given the green light yet still assessing
    could be three to four months until we get to run O&M nut we are ready to do so.

    KBR has all ready been given verbal offers
    they do not need to out process, they stay where they are at just change lanyards,
    training will be done on site
    on the 3000 bonus you get that still if you re-up with Fluor then you get anothe 2500 bonus as well

    ya i know they are absolutely worthless the ones we had at anaconda.
    they don’t understand the party is over.
    the main reason i think they walked out is they will not be able to use the buddy system to get the top spots, which by the way was the first question. As for most of the regular expats they like the offer from the ones i have talked to.

    Curious to know if there are any opportunities open for Afghanistan in logistics.

    I do have 3 years of military experience in company supply which included receiving, issuing, inventorying, accountability, and maintenance of supplies; 1 year was in Afghanistan working for the Army with KBR for most supplies. I also, have two years of warehouse experience in supply, and a bachelor’s degree in Finance.

    I gladly welcome any info for a logistics recruiter, and any feedback on positions that may be available in this field. I have begun the process of getting my passport and if there is a position available of interest I would tentatively like to begin around Jan/Feb.

    Hi everyone. This is my first time on this thread and I wanted to give Ms.Sparky and eveyone else a shout-out for all the information and concern. On that note, I’m a 17 year electrician (state cert. and contractor and IBEW inside wireman in CA) in the process of finding a position in AF or IQ. I’ve been given verbal offers from AECOM, Dyncorp and KBR for J-man and master positions. Just waiting on my passport to hit the road. Any thoughts or suggestions are highly appreciated as I’m a rookie in this dept.

    can anyone tell me how long the process is once hired by flour. I heard people are backed up in greeville, if they are, are they getting paid, and is it full pay or just base pay.

    to contractorwife, yes you get base pay while in Greenville. You are hired thru a subcontractor and paid weekly. You are paid perdiem and reimbursed for car rental if approved.
