A KBR employee living in Pearland has been arrested for “abusive sexual conduct” he allegedly engaged in while in Iraq.
NCIS agents (that’s Naval Criminal Investigative Service to you) arrested David Charles Breda, 34, at “a Houston-area barber college,” the U.S. Attorney’s Office said.
According to a newly unsealed indictment, “Breda, a civilian defense contractor employed by a subsidiary of Kellog, Brown and Root (KBR), sexually assaulted a woman at Camp Al Asad, an airbase in Iraq,” the release from the office said.
Breda no longer works for KBR.
This is not the first time the company has faced allegations of employees raping women. The claims by Jamie Leigh Jones became a national story.
The U.S. Attorney’s Office says “Breda faces a maximum sentence of 10 years imprisonment if convicted of abusive sexual contact, a maximum fine of $250,000 and up to a life term of supervised release to follow any prison term imposed during which he would be required to register as a sex offender pursuant to the Sex Offender and Registration Notification Act (SORNA).” (click HERE for the original article)

Has the CID arrested any KBR employee for rape or sexual deviance in the LOGCAP theater of operations? I can think of several cases and don’t know if any arrests. Score one for NCIS for following through.

KBR do not serve with or in the military though, we work for SEII which have no real standing in many ways.
I am sure they will extend the cortesy though, just to keep a bottleneck and backlog from forming if they all went to the same place for trial

The addition of five little words to a massive US legal code that fills entire shelves at law libraries wouldn’t normally matter for much. But with this change, contractors’ ‘get out of jail free’ card may have been torn to shreds. Previously, contractors would only fall under the Uniform Code of Military Justice, better known as the court martial system, if Congress declared war. This is something that has not happened in over 65 years and out of sorts with the most likely operations in the 21st century. The result is that whenever our military officers came across episodes of suspected contractor crimes in missions like Bosnia, Kosovo, Iraq, or Afghanistan, they had no tools to resolve them.

I Know David Breda. To be honest;, I really dont believe the accusation that he is being held for. He is a stand up guy. Although these type of things is happening in Iraq, I just dont believe he was involved in any sexual acts with this women. Well I have servel question’s!. When Ms. Jones first stated she was sexually assaulted by Mr. Breda. Why did KBR, Halliburton, and the Military allow Mr. Breda to Leave Back to United States Freely?. Why neither of the 3 took the time to STOP him to collect statement and evidence from all parties?. Now they the NCIS agents have to go back to try to create some kind of evidence. ALL I’m saying is give this Man a fair trial. Have real Hard evidence for this case cause you will need it. Due to KBR, Halliburton, and the Military for not doing their jobs. First of all, people though Jeffrey Dahmer was a “stand up” guy too. He was handsome and friendly, liked by most and yet he killed, raped tortured, ate and kept in his freezer the body parts of 17 men and boys. My point is….impressions are often deceiving. Most sex offenders are masters at the art of deception or they would not be successful as offenders.
Second, it is Ms Wright not Ms Jones involved in the assault.
Third, I find it hard to believe you even have to ask “Why did KBR, Halliburton, and the Military allow Mr. Breda to Leave Back to United States Freely?. Why neither of the 3 took the time to STOP him to collect statement and evidence from all parties?.” I would have to answer in KBR’s case, that not doing anything in cases of sexual harassment and sexual assault for both men and women, is their normal mode of operation. Then punish the victim for speaking out. And I couldn’t agree more that they all dropped the ball.
Fourthly, I seriously doubt that NCIS is “creating some kind of evidence”.
He will get a trial. Changes are he will be acquitted because of KBR’s incompetence to do a proper investigation, collect evidence, and turn it all over to the proper authorities.
I hope Ms Wright sues the shit out of KBR!!!
So how many other cases of sexual assault have occurred for both men and women. How many have KBR screwed up the investigation on? How many have never even been reported for fear of retribution?

This is not the Jamie Jones case, which happened in 2005, in the heavily fortified green zone. This appears to have happened in 2008 and it happened in Al Asad. The woman’s name in this case has not been released.

It’s not KBR’s fault that this guy (alledgedly) raped this woman. There are rapists all over the country and is the story ever reported as ‘”Walmart employee rapes a woman’? ‘Dunkin Donuts fryer accused of sexual assault’ ? NO we dont. The company is NOT responsible for these acts so why are you bashing KBR? He does not represent the entire company, and he is responsible for his own actions, no matter WHO he works for!

If an employee of a company rapes a fellow employee, yes they can and do use the company’s name in news reports. Here is some info (and a link) that might be useful:

The press agency senior editor decides how the story is reported. Sensationalism drives revenue. The press is always concerned about liability when reporting the news. They use the term suspect as a descriptor based upon the fact he or she has not been yet convicted of a crime regardless of public scrutiny.
It is evident KBR never pursued in depth background report except if your position needed one. I believe the engineers needed one because of the nature of the project and information required. What level clearance is required I don’t know. Most employers go back 7 years regarding employment and criminal background. Depending on the level of clearance required, they could go back to the day you were born if needed.

Sadly we have no real news representation any more. Media corporations are in charg and decide what is important, anyone remember anything else that was reported during the runaway bride coverage last year and how much exposure did Alan Stanford (R-SC) get after the death of Michael Jackson and Farrah Fawcett?
We came in only 47th in the world free press rankings 2 years ago, 1 place ahead of Italy where 3 of the 4 media groups are owned by 1 man, who just happened to win the elections and rule the country though there was no proof of biased reporting at all, haha. If it gets the morons to sit in front of the TV for another hour of adverts, they will put it on but if it causes people to turn off and go outside and do something, it may get a 5 second blurb right before the segway into something mindnumbing and unimportant.
Real news requires real newshounds and not the pretty people that read teleprompters but KBR made theselves newsworthy by failing to listen to the employees who tried to get the right thing done but felt that hiding things would be far better.

Many many people who are accused of crimes go on to be employed by various companies. Do they ALL perform in-depth, criminal checks? When you fill out an application, you are asked if you were CONVICTED of crimes in the past; so possibly, even though this guy may be one of the ‘biggest pricks’ as some else put it, he may not have been convicted of a crime which would show up on an employment check. If this is the case, you cannot put the blame on the company itself, be it KBR, or any other. KBR does in fact, put their employees through vigorous background checks, which takes a few weeks before you are hired. You are all speculating at this point, which is not fair to, in this case, KBR. NO COMPANY, can be responsible for ALL of the actions of ALL of it’s employees.

If KBR would of performed background checks well as the qualifications of its employees this wouldn’t be an issue. I would consider the company is potentially negligent and liable in its responsibilities for not performing its due diligence regarding its hiring practices and insuring the safety of its employees. His past work history with Krogers and being asked to resign is circumstantial at this point but is still a public relations disaster for KBR.

I had an active warrant I wasn’t aware of for a DUI violation, because the local agency did not notify or send the required program enrollment form as requested to the other county were the violation occurred, despite the fact I had completed the course several years before with my driving privileges restored.
I was not personally aware of this during before or during my employment with KBR. I KBR did not detect this in my background check during my so-called background check.

This is strictly about KBR’s background policy checks and not about your husband’s integrity. KBR has hired skilled and talented people and others that were not. Several of which I personally met and wondered how they ever made it in the first place. I trust your husband has integrity and is talented as well.
It is difficult to comment on which procedures are implemented, if one is not personally involved in the background process as the investigating agency. There are several articles on Rape Profiling, which should be included into the Wabi test, if KBR still uses this pre-screening tool. KBR did stop at one point using the Wabi (Work Assessment Behavior Inventory) because people could not pass it. One small point, the WABI will not detect every perpetrator but it is a start. Personally, you have an idiot not to pass the WABI!
So in my opinion, KBR is liable for screening process and background checks and it’s employee’s and negligent in its behavior.

It doesn’t matter what kind of background check KBR did or did not do, a simple phone call to past employers asking if the person was eligible for rehire would have stopped many of the “problem” employees from ever going overseas in the first place.
Simple solution, but not done on a regular enough basis or so it seems. Instead KBR opted to spend the governments money in running criminal checks that can be easily hidden or removed if there was only one offense. Just check with your state representatives . . if you write a letter your record can be expunged once in a lifetime.

I dont believe it is that simple to “expunge” your record. There are certain critieria that must be met before that action can be taken. For example, if you were wrongly convicted, or were a vicitim of identify theft. It is possible, however, to have your record “sealed” but there are rules with that also. In the case of a misdemeanor, five years must past, and if it is a felony, 10 years must pass. You must file paperwork, and then a decision is made, either in your favor, or not.
Also, WHY all the bashing of KBR, when the US Government has plenty of rapists and criminals in the armed forces????

Sharon. We can talk about the Government and even the military but that would take a lot more posts, I do not feel that exposing wrongs is truly considered bashing though there are some who delight in such. If such were so why would e have courts? We could simply have a shouting match and a community vote whether they believe the party is innocent or guilty. I find this site to be a good place to find information on what is going on and where to file reports when KBR have refused or failed to take action or even investigate.
I knew some who had their Juvenile records sealed but they were requisitioned by others and the people I knew had to raise all kinds of hell t keep them sealed because they learned hard that a sealed record can be reopened with the right paperwork so sealing would be no safeguard what they had done in the past.

Uh.excuse me. I worked for BRSC in the Balkans, and KBR in Afghanistan and Iraq- from 1999 to 2008. I have seen people who were hired just weeks after being released from a federal penitentiary.
When I initially hired on in ’99, 6 guys flew to the Balkans with me. 1 week later, all 6 were terminated for being ex-cons. They had big mouths.
In 2003 we had a joker who was a pain in my a$$. Anthony was the perrenial screw-up and would not follow instructions. After being in Afghanistan for 5 months, we forced him out on R&R. Anthony was arrested at the port-of-entry for parole violation.
1. KBR does NOT do effective background checks!
2. Just because your husband works for KBR, do not think you know more about that comapny than I.

I did work an ex-con who had belonged to an outlaw Texas biker gang called the Bandidos whose rivals were the Hell Angels. He was convicted for selling Meth and did a few years in prison. He was quiet and stubborn as a mule and most didn’t like him for obvious reasons.
He said he informed the recruiter at the time during his recruitment in 2003 he had recently completed parole. He said he had to inform his employer as a part of his parole agreement. If this was true or not I don’t know. This is what he told me and seemed somewhat believable, when asked about what he thought of his rivals, full well knowing a turf war had erupted a few years back. He stated some of his associates were killed shortly before his arrest and conviction. I felt this guy had paid his dues and did his time and was honest. I’m not saying I could trust this guy with $50 bill but that’s the way it was in Kandahar. This short story is nothing compared to serious nature of D.Breda’s offense.
In short, KBR does not perform adequate background checks unless your position requires a security clearance.

When I first read about this story in Feb.08 I was amazed how so many people bashed the victim. I realized that no one heard her, they just read what his attorney said about him. “The loving husband and father. Held aganist his will, treated like a prisoner”. People that was BS in all CAPS. I was at that camp and when the word got out about him, you could catch him roaming the streets of Al Asad at anytime of the day alone. And go figure he was still collecting a paycheck and living in their housing.
Nobody knew who the female was accusing him until links to the petition came out. Jaws dropped across the board. “No not her they said”. Well I know thats what I said. She greeted me with a smile many morning when I entered the MWR Facility. I had small talk with her one day, asked her why she was way out here. She replied, “setting a good foundation to take care of my daughter.” Hadn’t seen her for a while though heard they forced her to another camp cause the company couldn’t control his where abouts.
I will tell you what is really sad about this case the fact it could have been prevented. KBR has a Zero Tolerance for these situations. How are you suppose to feel though when people in higher positions over you hold critical information. People in supervisor positions knew about times when he violated other females. But they said nothing. So how do you trust a Zero Tolerance Policy or your upper management? Who can blame her for not telling when it happened.
I don’t feel it is KBR itself making a bad name for the company, it’s the people they hire. This guy knew somebody, that knew somebody that’s how he got hired. When you are personally requested of course they don’t do a full background check unless the position requires it. This guy got put out the Army on an other than honorable discharge, for inappropriate behavior. Had to resign from Korgers for sexual harassment. Red flags right, only if they would have been looked into.
I feel the company should be held accountable they created that environment for not only her but the other females on that base. It is time they finally take responsibility for some of actions of their employee’s.

Zero Tolerance. That’s what they say, and what we read and signed to in Houston before leaving for Iraq. I was subcontracted to KBR with a different company. MANY co-workers and some of the foremen were felons, easy to verify via state DOC (Department of Corrections) public-access records. Many of us women were sexually assaulted and retaliated against for reporting. What usually happened is nothing to the male, but the woman was moved to a different camp, often further assaulted/harassed by the original assaulter’s buddies–since word spreads fast camp-to-camp, or if the perpetrator was a close friend of higher management, the woman’s career often was in imminent danger or destroyed. A KBR friend of mine, told me when she reported to human resources, the blatant public harassment she was experiencing, was then told by an older female HR rep., “Well, what do you expect, working with men in a war zone”, or words similar (and the most they would do for her was to move her to another camp). I was cautioned (and threatened) to not report, plus one camp didn’t even have complaint forms and the supervisor literally laughed and walked away. After reporting stalking multiple times, I was told by the supervisor that the man was too young to be a stalker. My government incident report paperwork, after the assault, was literally torn up in front of me. The supervisor told me that I had to write what he wanted me to say. One of the foreman said he’d himself would try to turn in through other channels the facts of the assault. What’s known is the tip of the iceberg. Most women were too afraid to report.

People,,,,sometimes women bring things on themselves. I can tell you that I have NEVER and WILL never make ANY sexually suggestive remarks on ANY job. I treat women on the job as if it were my sister or mother, with respect. I don’t try to justify the actions of some men simply because some bad women start the problem.
Case in point—Camp Blackjack, full of drama.
2003, 4 women, 2 of them named tammi and tonya.
tami was having a relationship with an african american soldier. (at that time, rooms were shared by 2 people) the soldier would come into our offices and tammi would sit on his lap, she would use the company truck to pick up his laundry, and yes, he slept with her in her trailer. tammi had relationships too, most lasting for only a week, and she had more than one relationship at a time, discussing this openly in our offices. tonya subsaquently contracted a venerial disease which she had to go to baghdad for, because camp victory didn’t have anything strong enough to get rid of it, according to her (yes, her words, sad but true)
One night, the black soldier was having sex with tammi while tonya was in the bed only feet away. tonya stated “damn, why don’t ya’ll just make a video”. tammi liked the idea and immediately went to retrieve a cam corder from her vehicle. When she came back, her black soldier boyfriend was standing over tonya’s bed and both tonya and the ssgt looked puzzled. tammi wanted to know what was going on,,,,”oh, nothing” That was the end of it, until tammi went on R&R a week later. While she was gone, tonya dropped a BOMB. She reported that her friend’s boyfriend tried to rape her. tammi got back from vacation and both had huge arguments in our offices. what happened next? The soldier got court martialed for attempted rape,,,,tonya got moved to checking boarding passes at baghdad airport and tammi stayed there. they made SEVERAL comments to me and our fellow workers,,,such as “I bet you gotta big cock” with both laughing hysterically. I personally avoided any personal conversation with them, they were really wicked women, and seemed to enjoy it. you truly can’t imagine some of the backstabbing things they did to another woman there, almost causing her to have a nervous breakdown. (eventually that other woman went on to start up her own supply company because KBR had such a big problem getting materials in a timely fashion, she is doing very very well, last time i heard)
up until that time, they worked as a very effective team in getting the other 2 girls removed from our camp, but, i guess they ran out of competitors and turned on each other,,,go figure.

You might want to read through these comments, it appears that he is alleged to have done this type of thing previously (comment bg1216) and was dismissed by his employer. The trial is scheduled for November and the evidence will be presented and a jury will decide the verdict.

There are more like him. Yes, a jury will decide. I have NO opinion on whatever he did or did not do, whatsoever. For all I know, he may be as guilty as sin. And NO WOMAN deserves to be harrassed on ANY jobsite, on a construction site or in a cookie baking class. What I AM telling you, is that some women entice men to do these things. Remember EVE?

I knew David personally some years ago. When we dated, he wanted sex 24/7, and he was truly a nympho. I saw these signs early on and that’s why I had to let him go. After I broke up with him, He held me in a room against my will, choked me, pulled my hair, and through me against the wall until he got what he wanted. I screamed but no one heard me. I literally thought I was going to die. I am not surprised that he is charged with sexual misconduct. He was a ticking time bomb ready to explode. I am glad I got out when I did.

It sounds to me like he kidnapped, assaulted and raped you. I don’t know what State you are in, so I don’t know what the statute of limitations is. But I would report this. I am sure there are others just like you. With enough convictions….he might get enough time to stay behind bars and not hurt anyone else. He can be the “bitch” for a change.
His maximum sentence is only two years. I’ll bet they will give him “time served”. This bastard needs to be in prison forever!

look to all who have defended Mr. Breda you all are wrong and for the ones that have spoken up and described his true character that is who he is ….A rapist, nympho, a manipulator , a wominizer . i was with him for a while myself and yes he did want sex 24/7 and he also wanted me to engage in threesomes with his friends and mines ..he got what he deserved and to all who defends then your no better than he is.
