Is DoD asleep on the job in Kuwait too?
I have been getting regular complaints from Americans working for LOGCAP contractors in Kuwait. The complaints are primarily about DynCorp, but Combat Service Associates are getting their fair share.
Let ‘s start with DynCorp. DynCorp has been sucking up former KBR managers faster than they can be convicted. At this stage of the game I find it interesting that any company would be picking up any manager from a LOGCAP contractor that has so many civil suits, criminal convictions, ongoing criminal investigations, countless DoD investigations and who knows how many Congressional investigations. Who would want to bring that negative management style into their company. Although DynCorp is not new to management issues, at least what I saw and heard about when I was in the Green Zone from 2004-2006. DynCorp had a badging contract I believe for the Department of State (DoS) and one of their badging officers was selling/giving away DoS Badges evidently so people could use the DFAC and pool at the Republican Palace also known at that time as the US Embassy. Hmmm what’s the security issue there?
Here is a comment I received from a concerned DynCorp employee.
I have to tell you I made a big mistake in crossing over with DynCorp. There are several issue we have to deal with on daily basis. One, there are several employees that have not gotten paid for several weeks or months including myself. Dyncorp is a month behind in paying perdiems to employees that have no DFAC or means of getting any food. We all have to use our own money for most of everything even thought it says on the LOA’s that food is covered. Well that is if you do have a LOA.
Did you know that for a week or more there were a lot of employees that put 12hours
on their time sheet and stayed home because there CAT (CAC perhaps) Cards were not active even
thought they are not being scanned in at the ECP’s gate to get in. Just about everyone CAT Card is inactive after June 12 2009 the end of Task Order 147. There are a few that I know of that do not even have a CAT Card at all and is working on
the base and site.As far the Bus drivers they are TCN’s and they are driving with expired or no Identification at all, some employee are forced to rent there own car’s or pay for taxi to get to and from work. In most cases we are working over time and told that we cannot put this on our time sheet because Dyncorp does not recognize overtime unless approved. Supervisor and Foreman’s are making changes and corrections to employee’s time sheet without there knowledge after they have been signed and turned in.
Some employees are allowed to Hit, Threatened and Disrespect there fellow coworkers and nothing is being done about it. Victimized employees in most cases are too afraid to come forward and when they do they are threaten with termination or they get fired.
In most cases “Looks Like The Same KBR All Over Again”.
Here is a comment I received from a CSA employee.
CSA, Ltd. in Kuwait has nothing on KBR, you have employees that drive company vehicles with no Kuwait Driver’s License, change employee timesheets, and come to work on and go to college online everyday. She stills has a job. Now, CSA needs to be investigated, also.
The camp in question is KNB and the department MWR. The supervisor there goes home sick, but does not put sick leave down. The manager has committed timesheet fraud on various occasions and I have exact dates. they tell you that they need you to work OT, but when timesheet turn in comes around, they cross out the hours and put your initials down, without you knowing abut it until pay day comes around. U cant go to ER because the ER person is friends with the manager and supervisor.
What is going on with this changing of time sheets after that have been signed and submitted? What in the hell is this signing someone else’s initials? That timesheet is a legal document. Any lawyers in the house?
Here are my “recommendations”:
1. Use the reporting system in place even if it doesn’t work. Such as local Human/Employee Relations departments. Document…Document….Document. Use email only. This way if it ever goes to court, and it sounds like it will, you have a record. If someone responds to your email with a phone call or a face-to-face conversation, summarize the conversation in an email and send it to that person. I’d stat it something like this: “To follow-up with out recent (type of) conversation on (date) at (time) I just want to make sure I understand you correctly.” And then summarize the conversation. Ask them to resspond to the email if there are any corrections to your summary.
2. Contact the Ethic Hotline via email. Document…Document….Document.

CSA Ethics Hotline is not listed on their website. If you have that information send it to me so I can update.
3. Contact the DoD Inspector General. Even if it doesn’t get investigated immediately, the call gets logged. Maybe your call combined with other peoples calls paints a bigger picture for the DoD. I recently did a post on how to contact the DoD IG click HERE for that.
If my readers will send me Ethics Hotline information for their LOGCAP companies I will do a post of just that contact information.
If I were a betting person…..I would guess that CSA and DynCorp are knee deep in former KBR managers. This just sounds like same shit different company. And the DoD is letting it happen. And to top it all off those brilliant Generals that lead the DoD (and the LOGCAP contractors) are actually expecting a different result.
I guess I’m never going to run out of things to blog about.

Let me clarify the Repatriation, when You break contract Your work visa is cancelled w/ in 15 days. If a person breaks contract to go work for another company in Kuwait. Then the initial company that Expatriated them isn’t responsible to get said person home. The illiterate folks in admin will say different. This is my saying “The World is full of stupid people who think they know what they are talking about”, CSA hired a majority of them.

CSA all the way, CSA paid for my flight home after terminating me. Of course my last paycheck was abducted, I never even recieved a pay stub. Wonder if it counts on a W2? Simply state to HR that you need them to arange for your transportation home because you dont have the financial means to and they will comply.

Recently terminated, oh I’m home, been here about a month, Ha, I wonder if I know You. CSA is an unprofessional joke, that company bullies, or tries to bully people. I felt like I had woke up in the psych ward. I couldn’t believe that they ran Security the way it was done, and the Army allowed it. It was so messed up a 10 year old child would know something was wrong. When someone asks me who I worked for in Kuwait I do that whole cough and say CSA.
I hope whoever takes over the K-BOSSS contract is squared away and cleans that place up of the riff raff. Have a good day and welcome home, it feels good.

I completed my contract a few months back and know for certain of Managers covering up things. Yes you say, ask Kris who has a made up job, how she got it? Did she not almost get fired or told to find work elsewhere for her hosing up the company security clearance program Any regular person would have been fired, she got moved to a job with that Kuwaiti Kay lady.
Then there is this guy named Perkins, who always wanted answers, and new things for managers to do. If there was no need in the 1st 9years, why all of a sudden are we doing it now? Is CSA that hosed up? Or is he trying to justify his job?
Then there is those DPW TCN’s , why does it always take 4 or more to drive around post to fix things, seems like a lot of gas waste and screwing off to me. But then again , they are packed in like sardines in their apartments and paid lousy wages, who can blame them for the food KRH serves? Bugs galore, managers been told, but it kept happening in the time I was there. I felt really sorry for them; lost count of how many times I bought KFC for them. Does the company inspect where their food is made or really cares? Does not seem that way to me, must be another management issue of not my job. A real manager would not stop until it was fixed, if he really cared about her workers.

I am not a disgruntled former employee of CSA, Ltd, but I want to clear my conscious. I was a former MWR Supervisor at KNB-Kuwait and I received calls from employees’ who called in sick because they had marital problems. Their marital had occurred because everyone at the work place thought I was having sex with EP (the name has been protected for the innocent), I switched days off for employees’( the apostrophe is for more than one employee) because their spouse was cheating on them and they asked me to switch their days off so that they can spend more time with their spouse. I committed timesheet fraud on more than one occassion for my employees’ because they were late by 30 or 40 minutes because of their spouse and protected workers’ because I give damn about people and their feelings. I married a foreign national while working KNB, but it ended in divorce. Do I regret the things that I have done and seen, yes. I was railroaded by CSA, but all good things come to end at some point. Did I see people get terminated for some no apparent reason, yes. Did I participate in wrongdoing because management had my back, yes. Management has your back til a certain extent. I talked to employees’ that were having sexual encounters with military personnel because you can’t prove that any employee had sexual relations with a military personnel unless you take a photo, then that becomes an issue of sexual harassment. I did drink alcohol with my employees’ (more than one) at their residence(they did not stay in employee housing, but were philippine nationals). I left Kuwait on Friday with merely the clothes that I packed and my passport. I can always go shopping for material things. The philippine nationals that I supervised do have housemaids that have runaway from their Kuwaiti sponsors. My ex-wife sister is in Kuwait with a name that is her dead relatives name, also, EM (name protected) who works at KNB is not named EM. I have pictures of me getting drunk with supervisors’ (more than one) in Kuwait and with my employees’ (more than one in case people don’t know how to use an apostrophe). i have gotten drunk with employees’ at LSA, Arifjan, and KNB, who are philippine nationals. I don’t mind giving my name, email address, and phone number.

Also, forgot to mention, I have seen employees’ get hired and/or promoted to positions because the hiring manager knew a close associate of a person and terminated several employees’ because they simply didn’t like the person. I am a whistleblower and I do endores this message.

I got a call from an Iraq designer who was looking for a stateside job, he also said he was engineer. I asked to see some of his sample work, it never arrived. Basically any Arab or Philippine national who says he is an engineer is a liability waiting to happen.

While I don’t doubt that many of the allegations posted here are true, I hope we can all agree to use this forum to educate current and prospective CSA employees of some of the hidden dangers they may face here. Serious violations should be reported through channels, the AECOM hotline, or even DODIG if you feel the other options are ineffective. But what I ask is that we not use this outlet to carry out personal vendettas. Try to understand that these are real human beings who are essentially defenseless against these vicious character assassinations.
I’m speaking out only because I’ve come across one accusation that I know to be largely false. I’d like to think that I know DM in Procurement well, and I have been quite impressed by her pleasant and professional demeanor in the office. I’d go as far as to say she’s deserving of both personal recognition and further advancement.
Some of the charges against her are rather bewildering. For one, I can assure you, she gets no special perks. I hope you agree that her college degree more than qualified her for an entry level position, and if her past work ethics were as they are today, management made a wise decision in promoting her. As for implying that she’s slept her way to the top – She’s an Admin II for cryin’ out loud! Wouldn’t you think she’d get more than that for sacrificing her values? I’m sorry, but the facts just don’t support the allegations. I, for one, am proud to know her.
I’m sure we’ve all got something in our past we wouldn’t want published here so, let those without sin cast the first stone. Stooping to this level does not make you a better person in anyone’s eyes. Let’s fight clean.

It’s not a lie and as far as quoting bible scriptures, watch out DM might disapprove because she’s converted to Islam due to her boyfriends (Abdulla) request which she will also deny because her brother is a priest. She frequently goes on scuba diving trips to Egypt with Abdulla. If you want I can also get a degree online from Centro Escolar University in Mendiola Manila. She’s really pulled one over your eyes. I am only stating facts which I can prove. Let me guess, did she cry on your shoulder and asked why she was being treated so badly. Well let’s just say I saw past her sad sob story and found out facts. Of course no one will admit it because they might lose their job. I did give the proof to former CSA president TS who shortly after resigned. Maybe it was just too much for TS to handle. Who knows? Before claiming that something is false you should learn more about it. You are starting to sound like ER. DM also had a relation with an ER representative (TM) who was terminated. Don’t get TM confused with the current ER manager. TM was an ER representative not the manager. Don’t feel sorry for DM. She steps on people to get what she wants and then moves on. Fighting clean is not one of her talents. Make sure you tell DM that.

I feel no petty for DM as she took the same stance on several individuals that I’ve known. Hiding anonymously and running away. In my opinion she’s the real coward by having you speak on her behalf. i just got fired for something that i did not do. er looked in to the charges and the er sr said they did not have the proof to fire me. but the er manager thought differntand signed off anyways. now i call everyday to find someone who will help me but nobody will pick up. someone out there tell me were to turn. like everyone elese i have no money to get home on nothing. They have to repatriate You, they CANNOT leave You there on the streets. Call them on their bullshit and demand a ticket home. If that doesn’t work, then tell that asshole TCN who approves the flights that You’re contacting the Embassy. That jerkwad was very rude and talked down to me. That did nothing but piss me off, and I would have hammered him if he didn’t do his job. Get his name, report him as the wrong doer, tell him You are going to file the complaint against him. CSA will keep Your last paycheck no matter what, tell them to keep it to pay for Your flight. They really hate that, but F them, that company has serious issues and is totally criminal. Good luck, and I’m not going to keep saying this stuff, read the whole damn forum, there are a lot of questions that will be answered before You ask them again.

The TCN’s name is Omar that works in HR travel. Go above him. He thinks he has the power and treats Americans like he is King Shit. Contact the embassy and watch how fast CSA moves after that. They have to have a fire lit under their ass to do the right thing. Just like Paul McKay who should have had his ass fired and until a fire is lit he will stay there.

I feel sorry for the people who think they are stuck there and will have to live on the streets. That is the type of employer CSA, they don’t care about You, in fact use fear as leverage. It is my wish that at some point in my life I have the ability to sit accross from Levy and use fear to make him work in hell. I worked for CSA for 4 months. I chose to leave the company because I could no longer bring myself to work for a company who in my opinion (Retired USAF Security Forces, specializing in Anti-terrorism, and Force Protection) should be rated “Unsatisfactory”. The fact that the U.S. Army is blind to the incompetence of CSA in performing their duties is shocking. I now work in IRAQ and Afghanistan an environment where CSA would get soldiers killed daily.

Hey Concern, I encourage you to turn in DM’s text messages to ER and your upper management. Try to get as many people involved as you can. Be cautious because some of the higher ups have had run-ins with her and she has won them over with her so called charm (If you know what I mean). I can tell you this much, Desiree wouldn’t hesitate one minute if she had dirt on you. She has done it before and will do it again. CSA has to make an example of her. Desiree has continued to work her way through the higher ups. She continues to destroy reputations and families. I am also warning CSA managers to beware of her sob stories and her flirtatious ways. It is very easy for you to fall prey to this devious individual. Desiree has left a path of problems with various managers while showing no sympathy for them at all. I have also monitored Desiree’s finances and they just don’t add up. She has a new car, a new apartment, and has frequent luxurious vacations to other countries. Even westerners don’t go on such extravagant vacations like Desiree. I don’t see many other local hires spending more than what they make. Oh, I also forgot that she sends money to the Philippines every month as well. How is this possible? Desiree thinks she can walk on water and continues to give CSA employees a bad name. This is amazing. I love that Kelly Helms is finally getting nailed on her shoddy business practices. She was my manager at KNB and I can verify that everything in that article is true. The comments about Chuck Younglove are also 100% true. This is a horrible company, nothing but threatening and casting couches. I did a full year, looks like I got out at just the right time.

Deeplydisappointed, hate to disappoint you further about your recommendation of emailing AECOM hotline and or DODIG with complaints. It “DOES NOT WORK” and that is a fact. Many have come before you with this tall tale of going through channels, or calling or emailing your complaint it does absolutely, positively NOTHING! I have witnessed people being forced out of jobs with no proof of guilt or for any reason other then he/she was not liked by a manager or two! So they railroad the person and send him/her on their merry way with just a kick in the ass! And what color is the sky in your world deeplydisappointed? Fact AECOM nor DODIG gives a rats — about your complaint! Money, money, money that is what it is all about! Read the article that is posted on this website and you will have an eye opening experince! I did not have to read the article to see the crap that flows through CSA, I have seen it happen!

I had an issue that kept going from one person to the next. I called AECOM hotline and within the week it was handled to my satisfaction. If you have a legitimate complaint that will help.

I’m with you about the advice Deeplydisappointed has given. If you are disliked by a manager or a supervisor then you are forced out because you are not in their circle. I have seen it happen many of times and CSA has lost so many great employees. AECOM just sends the complaint back to the department that you complained about. DODIG could care less and you are just pushed out of the company. It’s not what you know but who you know. Desiree Maniego from procurement figured out how to be liked and now she is liked by all CSA managers, Imagine that. CSA wouldn’t last one day in the states because they are racist and show favoritism. EEO is out the window when you work for CSA. I don’t know how the Army has turned a blind eye to CSA since 1999. CSA should of been shut down years ago.

Hello so many disgruntled people.
I spent three years in Baghdad working for KBR and I have to say that I have witnessed transgressions = to all of the above stories. The only reason why there are not so many stories that coincide is the high transfer rate. Yes, I have known quite a few women who slept there way to cushy jobs that they were not qualified for but can you show me a country in the world where this does not happen? Yes, there were people who drank alcohol, hell, I even bought a bottle myself once but never drank it before being transferred. I had no reason to celebrate while being in that shithole of a country. Yes, I have seen timesheet tampering and padding. Yes, I have been harassed by a bully who happened to be promoted over me and tried to get me fired for nonsense (I still lasted 3 years until an injury caused my de-mob).
All I have to say is–grow up–this whole thread sounds like high school all over again. LIFE ISN’T FAIR. It is simple as that. The better looking you are the more money you make the more love you have and the more chances you have for promotion. It has been true throughout all of history.
Nobody ever promised you a rose garden.
Life isn’t fair.
Deal with it or go home.
So what if they did drink alcohol against the laws of those backwards people of Islam.
So what if they are having sex to relieve the boredom and tedious existence that is life in that hot unhappy place.
I KNOW they are breaking laws and being dishonest….show me a major corporation anywhere in the world that does not do the same…corporations do not care about people…they care about profits.
As I saw in the movie “Law Abiding Citizen” yesterday: “It is not what you know to be true, it is what you can PROVE in a court of law.”
Most of this “proof” talked about on here would be picked apart and thrown out of court for various reasons.
Hell, I have been battling AIG for a LOOOOONG time now just to get my DBA coverage. I came back from Kuwait with MRI’s in hand and a Dr.’s recommendation to have “immediate surgery” 18 months ago.

Lets go with the facts, and keep the emotional stuff to a minimum…
Fact: CSA Ltd is coming to a close. The contract is still currently being bid on and no one knows who will win the contract.
Fiction: Large numbers of CSA Ltd employess were let go recently due to what everyone believed to be a rift.
Fact: CSA Ltd employees were recently let go in attempts to bid lower then other contractors in order to continue services for the U.S. Government.
Fact: Employees that make complaints or have made complaints to the Employee relations department fall on deaf ears.
Fiction: Calling AECOM is a one stop source to have your problems (legitimate or otherwise) reviewed and fixed.
Fact: CSA Ltd is not the be all to end all with questions comments and concerns. There are other resourses.
Fiction: CSA Ltd adheres to Kuwait Labor Laws
Fact: Your contract is an at will contract
Fiction: It is legal to require you to sign additional paper work after your employee agreement has been signed. By this I mean, 1 week after you sign your agreement, CSA Ltd can not bring you a peice of paper and tell you that it is conditional to your employment.
Fact: No one can tell you that documents are manditory if they say volentary!!!
Fact: Questions scare CSA Management.
Fiction: You are not allowed to ask questions.
Fact: Based on the Privacy Act, any documents that contain any mention of you, you have access to.
Fact: Based on the Privacy Act, you do not have to request in writing permission to see these documents.
Fact: You can request your own second person (in writing) to be with you when you view these documents.
Fact: You can get copies of all documents that pertain to you on the spot.
The bottom line to all this people is that writing on a blog is great, but unless you are willing to do what it takes to fix the problem you really have no right to complain. Its like not voting and then being upset with who wins an election.
You have resources… Contact your congress person, your local and national news papers. Call the white house hot line and ask to speak to Obama… Stopping at your ER department is not going to fix the problems… They all answer to CHUCK HAWKINS, and it aint really going anywhere after that!
Lastly, FACT!!! CSA Ltd is a completely internal monster. That means, all complaints, issues, bitches, grips and moans will be given right back to those that you complain about. Unless you are willing to except the actions of the “GOOD OLE BOY” system, don’t do it.

If you contact your congress person or the media CSA will terminate you for breaching the non-disclosure agreement. This is a fact I will e-mail you a copy of my termination notice if you wish. keep it secret if you do contact the media or congress especially from the zone six lead electrician and Branch manager. The whistle blower act was put into place for that specific reason. If you were terminated because you notified someone of illegal activities. Let me reiterate, illegal activities. This includes fraud, waste and abuse. Or mistreatment to personnel working for the US governamebt you have a case. Letting them bully you is unexceptable…

why are the csa employees not getting danger pay and other contractors in Kuwait get the 15% danger pay? when the csa contract mod P00076 states that Danger Pay will be Until conclusion of hostilities in the Gulf Region as determined by CG CFLCC? Is Kuwait now a danger free zone? If so then why is security so tight at the gates?

There have been reports that several contractors have done similar things. I heard that DynCorp got in trouble in Doha for not following Doha’s labor laws regarding payroll for holidays etc.. I hear that IAP is doing the same thing and are picking and chosing which laws they want to follow. You might try contacting the Dept. of Labor and see what they say. You could also try the DoDIG hotline, they haven’t been known to be of much help but at least you can say you reported it to them.

Thanks for the response, I still wonder how they are testing for OTC drugs? In Kuwait you can go to a pharmacy and buy drugs that are only available by perscription here in the US. If they are not breaking any country laws either in Kuwait or the US did CSA write up a policy and can it be enforced?

What I really want to know, why did CSA wait until the 11th hour to demand a 100% drug screen of all employees?

Because they should have been doing so many every month,but since they had already spent the money allotted for that,another part of their stipulation for getting the contract went unfulfilled. Then after drugs/alcohol kept coming thru the mail to employees someone took notice that CSA wasnt doing drug test.

I finished my CSA contract not long ago and I’m glad I didn’t have to put up with all that drama mentioned here. My job was at udairi and camp buehring with range control and ops. Although I wish I got paid more and I hated the car sharing I still made decent money with OT and most of us never had any problems with the boss or manager. we didn’t have any women working there or the tcn’s either so maybe that had something to do with it. They always told us that the army gave us excellent marks and I don’t remember anybody teling us that we doid a bad job. we got along real good with the troops too and no complaints.I figure that the closer you got to arifjan the more problems there were gonna be. I did hear of many problems down there.

Well I am new at this game, but to comment on MY FELLOW WORKER 007 WHO’S I will name (edited),,, IS A BITCH!!!NOT BEOCH, BUT BITCH! She works very hard on below the waist of her sup’s to stay where she is now, and thats doing nothing but causing trouble with all other Leads on Camp Virgina. I myself have had run-ins with her and they where not the kind that you would be waiting for, fe. dress codes,frats with soldiers, sending untruefull mails to other personnal in CSA trying to harm them, but at the same time keeping the ear of her manager wide open, with fake tears that someone did her wrong! YES, she is a BITCH, that does more harm then good to CSA. I would of never believed that anyone would even subject themselves to her (edited) ways. Once a hater, always a hater!!
