KBR Not Allowed To Bid On LOGCAP IV Task Orders?

According to this United States Government Accountability Office (GAO) “Decision” dated February 23, 2009 KBR may not be eligible to bid on LOGCAP IV Task Orders. This document has been”Approved For Public Release” click HERE to read the decision in it’s entirety.

I read it and I have a couple questions.

  • Does this mean that KBR is no longer eligible to bid on ANY LOGCAP IV Task Order? Or just the ones in question in Kuwait? (I’m not a lawyer?)
  • Who can tell tell me how much these Task Orders are worth and how much money KBR lost?
  • Does this have anything to do with KBR losing Kuwait to Dyncorp?
  • Can anyone tell me who the “offending” KBR LOGCAP IV Program Manager was/is and what they are doing now? In classic KBR fashion, did they get promoted?
  • Can anyone tell me who the DOD cognizant contracting officer was/is? Just curious.

    So KBR WAS disqualified from bidding on any LOGCAP IV contracts. And it wasn’t until the DoD basically forced them to removed the offending KBR Manager before they would be allowed any future opportunity to bid.

    geez…..you need a lawyer just to read that GAO decision. It seems to contradict itself. I must have read it over 3 times.

    It does seem like they are only talking about Kuwait. The bottom line did say ” KBR is able to participate in future LOGCAP IV task order competitions, and that “decision to exclude KBR from just the [TMDE and Udairi Airfield] solicitations limits the effect on KBR of the action taken”.

    But who knows, they write these things in such a way that the lil’ people can’t understand it anyway. By the third time it just seemed like it was saying “Blah, Blah, Blah, Blah……

    It does sound like it only pertains to Kuwait. But thats just a guess….

    I sure hope someone can put some clearification on this.

    No KBR is still eligible to bid on LOGCAP IV TOs

    I believe the TO for Kuwait was worth 70 million, although there are numerous TOs in Kuwait and KBR has won a few

    Yes but as stated above there are numerous TOs and KBR has been awarded work in Kuwait

    I’m not going to spell his name right out but for anyone who has worked in the middle east with KBR the initials LJL should spell it out and no he was not promoted

    No idea on a name but the Rock Island group is not all that big

    Thanks for that great info. Can you tell me what LOGCAP IV TO’s KBR has won in Kuwait? Any for Iraq or Afghanistan? I was told that LOGCAP IV was not going to be implemented in Iraq? Is that true? So…just what happened to LJL? According to the GAO Decision he had to be removed from the entire process. Does he still work for KBR? I haven’t been there in almost three years. I’m drawing a blank. Program Manager with the initials LJL anyone?

    And…he had to be one of the highest paid (overpaid) Managers in Iraq. I’m guessing somewhere around 12K-15K base per month. Were his wages reduced now that he is overseeing Bonding and Grounding? And…what are his qualifications for that? Does he have any electrical experience?

    Just a thought.

    I think I remember seeing him in Kuwait before I left. As far as I know he’s not an electrician. Just another guy who happened to get the spot and knows nothing about it. Similar to Frazier Shack overseeing grounding/bonding. Stick to truck driving pal.

    I would like to join in this conversation. I am not American but I am an KBR employee. Here is a lot of truth in you words about management and proficiency of the people who are conducting in the country.
    A lot of everything. I would like to know one?!
    If is a fraud in LOGCAP III are thEy going to be punished or at least WHO ARE THEY?

    We are working on the fraud! Every day when someone reports fraud to me I pass it on. As far as names go. All I ask is that you be honest. This is not a place to get even with someone you don’t like.

    I can’t give you names i am not on that site, If a manager signed off on the work orders saying the work was done when it wasn’t; the managers are accountable then

    The Larry I am talking about is “LUST” Larry J. Lust. And he was never the #1 guy he WAS the #2 guy. The Deputy Program Manager/Program General Manager. BUt he got in some trouble and it is unclear just what he is doing now.

    Then we are talking about two different people. I am talking about Larry J. Lust Deputy Program Manager. #2 guy in Iraq until he got into trouble. He was supposedly sent to TQ after his issues with the email to oversee bonding and grounding. If there is a Larry Lusk at TQ, there in lies all the confusion.

    I would love to know more about KBR being asked to leave. “Tell me more, tell me more!”

    Everyone needs to get it right because Larry J. Lust (L-U-S-T) is the Deputy Principle Program Manager at LogCap III headquarters on Camp Victory . People look at the posters all over the place with the pictures of the Top 5. And he might have gotten in trouble as the LogCap IV guy but they just sent him back to Baghdad to intimidate everyone with his lack of dignity and respect. He was never sent to TQ. And whoever is saying anything about KBR getting stuff or not getting stuff for LogCap IV is just lieing as the government doesn’t even know what is going to happen. Ms Sparky please quit listening to them.

    This is amazing how much people know about everything and I have not heard anything bad about KBR till now, I mean the last couple months. I have a friend and she is collecting all “smart” issues about KBR. Intimidation, termination, HR issues, transfers of unwelcome people, even they are smart or honest. Evrybody is laughing on us.
    Do you know what you need if you are trying to get a promotion. It is very difficult and no fair-play. The Management i.e.has predefined process about who is going to get a job. Smart and educated people are on the last place. This is like empire of the Management.
    How many lazy sons their father brought here, how many affairs….lovers to be together…
    Everybody who used to work or is still there knows what am I talking about.
    Sad, very sad….

    Let me relieve your stress, that’s the famous LARRY J. LUST..same guy only one…….another winner, NOT!

    Same guy, they move them around put tittles. subtittles and what-have-you, only to fill in the voids because there’s a bigger picture here. It’s called COST PLUS AWARD FEE…invoice the GOV, get their money back plus some additional, then every quarter or so get an additional fee for Awards…I can explain it to you more in detail, but the key to that is invoice, invoice, invoice…..see where this is going?

    I know there was also a Larry Lusk at TQ. I think that was the confusion. Oh I know about the invoicing. I can not tell you how many times I tried to get parts order. I would the page out of the catalog. I would hand carry parts to purchasing and we would still get the wrong. When I asked if they wanted me to return them…”NO!! That’s OK!!” We had so much crap we couldn’t use because it was the wrong voltage or the wrong part. That kind of stuff makes me flipn’ crazy. Plus I still didn’t have my parts to fix whatever it was that was broken.!!

    Work order, Work order, Work order.

    I heard before that the unconfirmed hours are charged at a lower rate, work orders totalling 6 hours loses them money so they tell everyone to fill the hours to the full 12 and they can bill for all hours as worked whether they were or not. This may explain why so many are happy to repeat work orders and redo the same job as badly as it was done the first time.I have seen all the trades go back over work that could have been done right the first time and save time, money and effort as well as ensure safety earlier for the client or whoever called in the work order. I would also like someone to look over the work orders KBR have put in and see how many are to fix things they messed up and charged the client to fix.

    Hopefully someone will do that. That whole 12 hours thing just yanks me. I know I was told to make the hours equal 12.

    I have a question. My best half is in Afgan and he seems to think that KBR is not going to get the food contract part of this. Is all of LOGCAP one contact or different part

    All you contract experts out there chime in! There are two contracts LOGCAP III and LOGCAP IV. III is phasing out. Under the contract there are different Task Orders TO’s. I don’t know if the TO for the DFAC’s is a seperate on in Afghanistan. I am expecting that KBR will not be awarded any major (if any at all) LOGCAP IV contracts in Afghanistan.

    It is true about the promotions. If you are educated, it is very hard to get promoted or to get another job in your field of education. I knew a lady that was a CPA and they would only hire her as an administrative assistant. She never did get to the position that she was qualified for. Lot of nepatism over there. And the buddy system is used extensively. This is the KBR way in Iraq.

    That was par for the course. I got tired of not getting the right electrical parts and applied for an electrical buyer position. Do you think I even got interviewed. Somebody got it that didn’t have a clue about about electrical. And I have government procurement experience.

    As an additional normal verbiage regarding GIS on Master SOW’s….GIS are normally required to establish Environmental compliance in reference to OEBGD…the Overseas Base Guideline Document…this is the bible when talking about EPA standards overseas…EPA is not widely accepted so the OEBGD is the equivalent standard accepted by the international community….and so they say! Following it is another story.

    I’m at present working for KBR at fob Salerno,Afghanistan as a water treatment plant operator (ROWPU} Can any body tell me if i will work for the new Company, Or be fired and sent back to the States.KBR will not inform us on what is going on with there employee’sAnd I can’t find any info about the work force…So please Ms Sparky help some of the work force know what to look for comming up.We or I would like to know what I must plan for.I think it’s only fair.I put my life on hold for this and should be informed.

    michael gersley: If your waiting for KBR to give you information on your job status . . don’t hold your breath. You might get lucky and get 24 hours notice that you’ve been RIF’d. If you know who the new company for your base is I suggest you contact them.

    We were all asked today when we are thinking of quitting and when our CAC expires, supposedly going to take a lot longer now ot get them renewed so it looks like the State Dept or others may be doing the backgrounbd in future, some really good news there.

    If you are a manager, you may be sent home or knoced down to tech level as the new company puts in people it knows it can rely on so you may be able to prove yourself one way or the other though I believe it will be harder than with KBR simply because the new companies will not want the same faults coming up again and with too many ex-KBR in the field, likely the old ways will just keep on happening. I wish you luck

    When the new company comes in there is to be a seamless transition with no loss of services to the client. New management comes in, they take HR and go department by department. fill out paperwork, change the hat and lanyard and go back to work. The biggest thing that changes is Management. There are a lot of great people that work for KBR. They pour their hearts into their work to meet mission requirements and take care of soldiers, (in some cases State Department Pukes). Just like a tree, the closer you get to the top, the weaker it is. Guy Laboa, Larry Lust and others in the Top are complicit in fraud. At Waynes World, Camp Victory, they hauled 70 truckloads, yes 70 seventy, of material supplies to the dump. They had a big audit coming and could not track down where the stuff came from, some of it belonged to DOD and they were afraid of getting busted for :\”Co-Mingling” KBR material with DOD material. So they trashed everything. They found connexes full of supplies that had been missing for 3 years. Bruce Cirenko told me this himself. He left D,F,&I sites and went to Africa Command. John Downey came in and took over for him. He is a retired Colonel. They brought Guy La Boa back because of all the creditability problems they were having with Congress. He was the head of the Base Re-alignment and Closure Commission and had a lot of clout with congress. He has done a pretty good job of Re-aligning and Closing KBR. Larry Lust was a two star, He is old Army. He believes in “Leading” through fear and intimidation. He loves to scream and create “Significant Emotional Events”. He can not understand that he is not a General Officer any longer and the reason he did not make 3 star is because he was not a good 2 star. These guys are Pentagon Rif Raf. Neither of them were Combat Arms Officers they were REMF’s.They new people at Haliburton when Cheney was at the Pentagon. Its all old Texas, Leesville BS. Happiness is 10,000 Texans headed home with an Okie under one Arm and a Lousianna Coon Ass under the other.

    Thanks for all this awesome information. You are 100% correct. For the most part, the “frontline worker” did the best they could with what they had and who was managing them. Hopefully Fluor and Dyncorp will see them as valuable assets and not “crap on the bottom of their boots” like KBR management treated them.
